Description
The U.S. Department of Commerce, National Institute of Standards & Technology (NIST), proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Infrared Laboratories for a custom cryostat with the following critical specifications: 1) 2- stage vacuum dewar assembly with large capacity vessels for LN2 and Lhe. 2) Custom recess in LHe vessel to accommodate an ADR unit and a superconducting magnet. 3) Heat exchanger on LHe neck tube for increased cryogen hold time. 4) [2] ports, through case and shields, to provide access to 4K work space. 5) [6] ports on top surface of dewar for mechanical and electrical feed throughs. 6) Custom flanges for ports of item 4 & 5. 7) A ferro-fluidic feed through coupled to a mechanical heat switch mechanism on the 4K working surface (for cooling of the ADR unit). 8) Custom feed-through rings at 77K and 4K work surfaces. 9) All dimensions much exactly match those of existing cryostats. In addition, the cryostat must be completely impervious to the penetration of rf fields into the vacuum space. This implies the following modifications: 1) Double o-ring grooves on all flanges, one for conventional rubber vacuum o-ring, and a second for an rf gasket material. 2) Treatment of all aluminum surfaces with a process that renders them permanently conductive. NIST has 4 of these systems and must have an exact replica for compatibility issues. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
