Description
SOURCES SOUGHT SYNOPSIS: The requested information is for planning purposes and does not constitute a commitment, implied, or otherwise, that a procurement action will be issued nor will the government pay for the information solicited. Fax responses are preferred. DRAFT STATEMENT OF WORK: The contractor (Nuclear Safety Expert) will provide support to the United States Department of Energy (DOE) Office of Civilian Radioactive Waste Management (OCRWM) by independently evaluating and providing expert advice regarding OCRWM activities in conjunction with the Nuclear Regulatory Commission?s (NRC) policies and procedures for implementation of a Safety Conscious Work Environment (SCWE). The Nuclear Safety Culture Expert will advise senior DOE management on a broad range of issues involving safety culture, safety conscious work environment, and employee concerns programs. Support includes, but is not limited to, the following activities to be performed as required by DOE: Assistance and advice to OCRWM management on issues affecting work behavior; assistance to work group supervisors to resolve identified work place problems; review of the implementation of the Employee Concerns Programs at Yucca Mountain Project (YMP); assistance and advice in the development and implementation of culture assessments conducted at YMP; assist OCRWM as it establishes and implements a mechanism to ensure actions affecting personnel are consistent with SCWE; and, advise OCRWM in its development of performance indicators to measure the condition of the Nuclear Safety Culture at YMP. PRINCIPAL QUALIFICATIONS AND CORE COMPETENCIES REQUIREMENT: ? Personnel should have served in one of these positions or its equivalent: Nuclear Project Compliance Officer Senior Human Resources Officer Employee Concerns Program Director ? 15-20 years experience in NRC regulated environment ? 10 or more years experience in Nuclear Safety Culture, a significant portion of which included substantial personal involvement in addressing SCWE problems at an NRC regulated site ? In-depth understanding of related laws, federal regulations, and NRC requirements ? Quality management skills of planning, monitoring, delivering, and reporting according to customer protocols Desirable: Experience in improving performance at a NRC regulated facility on the NRC Watch List for SCWE related issues. TO ASSIST IN PLANNING THE ACQUISITION STRATEGY, PLEASE ANSWER SUCCINCTLY THE FOLLOWING QUESTIONS: (1) Describe your capabilities as it relates to the technical areas required by this request (2) Describe your experience in the Nuclear Energy Field as it relates to the principle qualifications and core competency requirements. (3) Provide a description of the size and type of business, i.e. small business, small disadvantage , etc. (4) Identify by contract number and North American Industry Classification System (NAICS), if applicable, any General Service Administration (GSA) Schedule and/or other contractual vehicle that may be available for issuance of a task order or delivery order.
