- ANNOUNCEMENT OF THE GOVERNMENT'S INTENT TO AWARD CONTRACTS FOR THE STAND-ALONE TOWER DISPLAY SYSTEM (SATDS) On August 1, 2002, the Federal Aviation Administration (FAA) issued an INTERNET announcement stating that the FAA was conducting an industry-wide market survey for vendors' systems to fulfill the requirements for the Stand Alone Tower Display System (SATDS). The announcement stated that to the FAA's knowledge, there were only two systems that met the SATDS requirements--Lockheed Martin Corporation's ARTS IE and Raytheon Company's STARS LITE. This INTERNET announcement requested information from industry on any systems that met the following SATDS Functional requirements: Conflict Alert (CA) safety functions; Mode C Intruder (MCI) safety functions; Minimum Safe Altitude Warning (MSAW) safety functions; Primary and secondary radar(s) target identification; alphanumeric capabilities (data blocks, Lists); and weather information services. Due to the expedited schedule for this procurement, the offering was limited to vendors with pre-existing, fielded, FAA-Certified, United States of America National Airspace Systems (NAS) real-time terminal air traffic control automation systems. Industry was given 2 weeks to respond if they had a system that met the SATDS requirements. In addition to the information the FAA had on the STARS LITE and ARTS IE systems, the FAA received three formal responses of which two did not meet the SATDS requirements. The third responder claimed to meet the requirements but chose not to be considered for the SATDS requirement. Based on the outcome of the market survey, the FAA determined that only the STARS LITE and ARTS IE systems met all the requirements listed in the SATDS Market Survey INTERNET announcement. Therefore, it is the intent of the FAA to award a contract to Lockheed Martin Corporation and, at a future date, one to Raytheon Company for a combined total acquisition of up to 30 SATDSs for FAA and general aviation sites.
