Description
This is a combined synopsis/solicitation for commercial items (non-personal services), prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). The solicitation number is F23606-03-Q-0009. This solicitation incorporates the provisions and clauses as those in effect through Federal Acquisition Circular 97-14. This procurement is set-aside for small business. North American Industry Code 238210 with a size standard of $12M applies to this procurement. The Government will award a contract resulting from this solicitation to the responsible bidder whose quote, conforming to this solicitation, will be most advantageous to the Government. Price is the determining factor used to evaluate quotes. Quotations shall be accompanied by a completed representations and certifications. You must be registered in Central Contractor Registration before an award can be made. Performance must begin within 5 days after award. Department of Labor Wage Determination number 94 ? 2307 Rev (23) is to be used during the contract, www.ceals.usace.army.mil. This project must be completed within 120 days after beginning performance. The site visit for this project will be held on Thursday, 29 May 2003 at 0900 Central Standard Time (CST). Attendees will need to meet at the Visitor Center at the entrance to the base. In accordance with Whiteman AFB regulations, prospective offerors need to submit the names, social security numbers, and vehicle information of attendees. FOB Destination for delivery at Whiteman AFB, MO. STATEMENT OF WORK: Repair Substation Controllers 1.1 The project consists of re-engineering and replacing the existing S&C AT-2 controller units within the Whiteman AFB 15 KV metal clad Substation No.1. There are two existing controllers on two separate underground feeders between Whiteman?s two substations. They are used to automatically transfer load from one substation to the other substation. The existing units are: S&C AT-2 Controllers Catalogue Number: 38881-L1-S114 Voltage: 120 1.2 The contractor shall also provide testing and calibration with written documentation, updated one-line drawings and training. 2.1 The contractor shall provide transportation, labor, materials, equipment, fuel, and any other needed material for the purpose of this project. 2.2 Contractor personnel and vehicles must possess appropriate passes. These shall be obtained from Security Forces, Pass and ID, at the Visitor Center, located at the base Spirit Gate. 2.3 The contractor is subject to all base fire, safety, security, and traffic regulations. 2.4 The government contracts on the understanding that the contractor is complying with applicable laws concerning workplace safety. 2.5 The contractor is subject to all citations and penalties for violation of applicable workplace safety laws. The burden of compliance rests with the contractor. Enforcement of workplace safety laws is the responsibility of the agency specified in the applicable law. 2.6 The contracting officer may notify the contractor of hazards in contractor operations that endanger government personnel or property and require appropriate abatement action. This provision does not constitute assumption of liability for Occupational Safety and Health compliance on the part of the government or negate other agency responsibility for enforcement of applicable laws. 2.7 Accident prevention principles must be thoroughly integrated into all operation. Unsafe conditions and practices, as identified by the contracting officer or designated representative, must be corrected immediately. 2.8 Any and all debris generated by the contractor?s operations shall be removed from Whiteman Air Force Base. Disposal of all debris shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for any permit or fees associated with the use of off-base disposal locations. 2.9 The contractor shall be liable for any loss, destruction or damage beyond normal wear and tear, and deterioration to government property, including vegetation and landscaping, resulting from contractor operations. Any damage to government or personal property will be repaired or replaced to the contracting officer?s satisfaction at contractor?s expense.
