- To establish an award with Thales Training & Simulation Ltd., Crawley UK under their existing contract, for the manufacture and delivery of two (2) Cockpit Procedures Trainer (CPT) Upgrade Kits, which will bring the KC-10 Aircrew Training System (ATS) CPT into an FAA 120-45A Level 6 Flight Training Device configuration in order to achieve the Government objective of maximum commonality between the 4WSTs and 2 CPTs. Contractor shall provide all labor, parts/materials, data, software and equipment to accomplish this effort and deliver one kit each to Travis AFB and McGuire AFB . The CPT upgrade kit configuration is based on the configuration of the modification kits previously designed, manufactured, delivered, integrated and installed by Thales, the original equipment manufacturer, on the prototype KC-10 WST with 3 follow on kits for the remaining training devices. . Thales Training & Simulation Ltd., owns all of the engineering design data and manufacturing level drawings for the WST ECPs. The CPT Upgrade is a one time installation and integration for each training device . Line Item 0001: CPT Upgrade Kit of Parts for CPT #1. To include manufacturing required parts, refurbishment/assembly, Program Engineering Management, Quality Assurance, In House commissioning, Technical Data, In House Logistics Support Total Line Item Qty: 1 LO Line Item 0002: Travel In Support of Item 0001 Approved Thru The PCO Cost Reimbursable & IAW Current JTR Total Line Item Qty: 1 LO Line Item 0003: CPT Upgrade Kit of Parts for CPT #2. To include manufacturing required parts, refurbishment/assembly, Program Engineering Management, Quality Assurance, In House Commissioning, Tech Data, In House Logistics Support Total Line Item Qty: 1 LO Line Item 0004: Travel In Support of Item 0003 Approved Thru the PCO Cost Reimbursable & IAW Current JTR Total Line Item Qty: 1 LO Line Item 0005: Logistics Support Package - Spares Electronic procedure will be used for this solicitation. Authority: 10 U.S.C. 2304 (C) (1), Justification: Supplies (or Services) required are available from only one responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, al proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
