Description
TOP SOIL 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. 2) Solicitation F65501-03-T-0023 is issued as a Request for Quotation (RFQ). 3) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. This solicitation is 100% set-aside for small business. The NAICS code is 422990, Size standard: 100 employees. 5) ITEM: L/I 0001- Top Soil Quantity: 3000 Cubic Yards (CD). Unit of Issue: Cubic Yard (CD). 6) DESCRIPTION/SPECIFICATIONS: Top Soil, containing Organics: 60% by volume (Must be free of sticks, rocks and any other objectionable material; Sand: 20% by volume (100 % shall pass through a #4 screen; Silt: 20% by volume (Any sand material passing a #100 screen). Must have a ph factor of 5.5 ? 6.5. Soil must pass through a 8MM screen and be free of sticks, rocks and any other debris. The government reserves the right to inspect vendor?s operations to verify technical acceptability of product. All questions and concerns will be addressed to the contracting POC listed at the end of this solicitation 7) DELIVERY: FOB DESTINATION to Elmendorf AFB, Alaska 99506. Contractor shall be responsible for delivery beginning on 2 June 03, accumulating at least 1000 cubic yards no later than 13 June 03, thereafter maintaining no less than a 1000 cubic yard stockpile until the total quantity has been delivered. All topsoil shall be delivered no later than 11 Jul 03. Topsoil shall be delivered to the Cherry Hill snow dump area located at the West end of Runway 6 on Elmendorf AFB between 0730 and 1530 hours Monday through Friday (Exception: Delivery will not be made on the 4th of July). A government representative shall perform random sampling of the delivered product. Vendors are advised that security conditions have changed on Elmendorf AFB and they should make arrangements with base security forces for their delivery drivers and trucks entering the base for delivery. Delays may occur in gaining access to the base. Each load delivered to the Cherry Hill site by the contractor shall be accompanied with a delivery ticket. The delivery tickets for topsoil shall be listed in Cubic Yards (CD). A government representative shall be on site to receive the delivery tickets. During periods a government representative is not available the contractor shall place the delivery ticket inside the weather resistant ticket box at the Cherry Hill site. A government representative will ensure the ticket box is emptied on a daily basis.8) FAR 52.212-1 ? Instructions to Offerors?Commercial, applies to this acquisition. 9) FAR 52.212-2 ? Evaluation ? Commercial Items. Award will be made based on the low price/technically acceptable offer. The government reserves the right to make award on the initial quote received without discussions. 10) Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items with Alternate 1 with the offer.
