Description

NA Point of Contact for this project is Shelley Martinez (817) 886-1090 This project provides a new Military Operations in Urban Terrain (MOUT) at the Lackland AFB, Training Annex. Facilities include: MOCK City - five single residences, one duplex residence, child development center, bank, convenience store, two-story office , combined dormitory/control center, and two gate houses; MOCK Weapons Storage Area (WSA) - entry control point (ECP), observation tower, alert fire team (AFT), igloos, maintenance building, dual fence; MOCK Alert Aircraft Area (AAA) - entry control point (ECP), alert fire team (AFT), aircraft parking apron, and single fence, as well as, paved access roads and parking areas, fencing, utilities, and site work. Duration of the project is approximately 365 calendar days. Estimated Cost Range: $10,000,000.00 to $25,000,000.00. The North American Industrial Classification System (NAICS) code applicable to this project is 236220. Small Business Size Standard is $28,500,000.00. This is an UNRESTRICTED solicitation. Offers from all qualified business concerns may submit offers. If a large business firm intends to submit a proposal, it must comply with FAR 52.219-9 clause regarding the requirement for a subcontracting plan. Fort Worth Districts goals are that a minimum of 57.2% of the contractors total intende d subcontracted amount be placed with small businesses (including small disadvantaged and woman-owned businesses); 8.9% of the total subcontracted amount be placed with small disadvantaged businesses; 8.1% of the total subcontracted amount be placed with w oman-owned businesses; 3.0% for Service-Disabled Veteran-Owned Small Business; and 3.0% of the total subcontracted amount be placed with HUBZone businesses. Solicitation to be issued on or about 12 June 2003. Bid Opening on or about 14 July 2003. The pl ans and specifications have been placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 inch d iskette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check the following address daily for any post ed changes to this solicitation. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: https://ebs.swf.usace.army.mil. Bidders shall register themselves on the Internet to receive a copy of this solicitation (CD-ROM). NO EXPRESS MAIL PROCEDURES WILL BE UTILIZED ON INITITAL MAILING OF THE CD.
