Description

To guarantee addition to the bidders list, web page registration should be followed up with either a fax or an email . The Government cannot guarantee a bidder will make it on the bidders list if registration is completed using only the web page. All requests for a CD must contain the following information: company name, address, business size, point of contact with email address, phone number, and fax number. This solicitation will be issued on or about June 16, 2003. DESCRIPTION: SOLICITATION DOCUMENTS, INCLUDING DRAWINGS, WILL BE AVAILABLE ON CD ONLY. The work will consist of the following: TURBINE WORK; ( a) Design, manufacture, deliver and install a 151,650 horsepower five or six bladed Kaplan type turbine runner assembly with oil-less hub and 280 inch diameter runner. Contractor must design and test a model runner prior to producing the prototype, (b) Di sassemble Generating Unit No. 2 at Ice Harbor Dam by removing all rotating and moving components and related interferences, (c) Rehabilitate or replace miscellaneous turbine mechanical components. Replace all wicket rate bearings, plates, rings, and bushi ngs with greaseless, (d) Perform cavitation and crack repair to the turbine water passage elements by weld repair. Cavitation repair will include installing a stainless steel band on the discharge ring, (e) Perform thrust bearing inspections, (f) Rehabil itate thrust bearing stationary segment and rotating segment, and rehabilitate turbine and generator guide bearings, and (g) Perform field and operational tests on Generating Unit No. 2. ELECTRICAL WORK GENERAL; (a) Rehabilitate or replace miscellaneous electrical conduit, fittings, cables, wiring and RTD lead covering for existing turbine auxiliary equipment. GENERATOR WORK; (a) Design, manufacture, deliver and install a new complete set of stator coils and all accessories for Unit 2, (b) Remove the ol d coils from the Unit 2 stator, clean and test the stator core, prepare the stator for rewinding and install and test the new stator winding, and (c) At the option of the Government, refurbish the existing Unit 2 stator core laminations and restack the sta tor core. The estimated time for completion is approximately 1,300 calendar days. Proposals will be evaluated on criteria specified in the solicitation. A tentative listing of main evaluation factors is provided as follows: Technical competition, therefore, primary emphasis will be placed on technical capability, with secondary emphasis on organizational experience. Although cost/price is of lesser importance to technical capability and organizational experience, it is an important factor and shou ld not be ignored. The degree of its importance will increase with the degree of equality of the proposals in relation to the other factors on which selection is based. The Standard Industrial Classification (SIC) code is 3511 and the North American Industry Classification System (NAICS) code is 33361. Size standard for identification of small business concerns under NAICS code 333611 is that the average empl oyment, based on the number of persons employed on a full-time, part-time, temporary, or other basis during each of the pay periods of the preceding 12 months, shall not exceed 1,000 employees.
