Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; PROPOSAL S ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is DADA10-03-R-0030 and is issued as a Request for Proposal (RFP). This solicitation documents and incorporates provisions and clauses in effect through Federal Acqui sition Circular 2001-13. This acquisition is UNRESTRICTED. The following provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial, with addenda: paragraph (c) change 30 calendar days to 60 calendar days and paragraphs (h) and (i) of this provision do not apply. FAR 52.212-2, Evaluation-Commercial Items, with the following addenda: paragraph (a) is filled in with (1)Technical Capability to meet the Government Requirements with the following subfactors (a) Understanding the requirement in accordance with the Performanc e Work Statement, (b) Experience in providing Medical Radiation Physics Support, (c) Quality Control Plan and (d) Resume qualifications; (2) Past Performance; and (3) Price. This will be a best value award. Technical Capability and Past/Present Performance are equal in importance and they are both individually and when combined more important than price. In the award of this contract, the proposed price will be evaluated on the basis of cost realism, which is defined as: The process of independently review ing and evaluating specific elements of each Offeror??????s proposed cost estimate to determine whether the estimated proposed cost elements are realistic for the work to be performed; reflect a clear understanding of the requirements; and are consistent w ith the unique methods of performance described in the Offeror??????s technical proposal. Cost realism will be conducted to determine if labor rates are reasonable, the adequacy of fringe benefits, correctness of tax rates, reasonableness of G&A/overhead c osts, and profit. It is required that the offeror submit their price and compensation package breakout with their proposal. Failure to submit this information will cause the offeror to be non-responsive to this solicitation and will be excluded from the c ompetitive range.
