Description

The Naval Air Systems Command intends to negotiate and award a firm fixed price contract to procure an estimated quantity of 188 each AC/DC Generator kits, P/N AGH173-3, which include safety and reliability improvements for the H-46E series Helicopter. The proposed contract will be awarded on a sole source basis to Smiths Aerospace-Electronic Systems, Vandalia, OH. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c) (1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Smiths Aerospace-Electronic Systems is the sole designer, developer and manufacturer of the H-46 AC/DC Generator and is the sole owner of the proprietary rights for the tooling, technical data and drawings required to manufacture these generator kits. In addition, Smiths Aerospace-Electronic Systems is the only contractor that possesses the unique organic experience, tooling, and technical expertise and manufacturing capability necessary to produce these generator kits in the time frame necessary to meet mandated schedule requirements and prevent further degradation of Fleet CH-46E readiness. Delivery of these kits shall commence in FY 04 and conclude in FY07. The anticipated release date for the request for proposals is September 1, 2003.
