- The Naval Undersea Warfare Center Division Keyport is soliciting for the upgrade of MK 48 Mod 5 Torpedo Afterbody components to Mod 6 configuration. The components to be upgraded are: five (5) engine assemblies, P/N 5893771; ten (10) steering assemblies, P/N 6105270; four (4) FWD afterbody shells, P/N 5095712; five (5) afterbody crankcase shells, P/N 6015207; four (4) AFT tailcone shells, P/N 5893787; and five (5) FWD tailcone shells, P/N 6114031. Delivery of each component is required upon completion. Do not batch for one shipment upon the completion of all components. All components shall be delivered no later than 30 Sep 03. FOB Destination: Naval Undersea Warfare Center Division Keyport, Keyport, WA 98345. Inspection/Acceptance at Destination. The applicable NAICS Code for this requirement is 335999 and a size standard of 500. It is anticipated that the solicitation wil l be issued by 29 May 03. The closing date of the solicitation will be 30 Jun 03, unless a later date is specified in the solicitation. Based upon market research, this requirement will NOT be procured using the procedures of FAR Part 12. This requirement will be negotiated on an other than full and open competition basis in accordance with 10 USC 2304(c)(1) with Raytheon Company, as implemented by FAR 6.302-1. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the government . A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. When issued, the RFP will be posted on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from this website and to frequently monitor the site for any amendments to the RFP. No telephone or fax requests for the RFP package will be accepted. An email request to klosem@kpt.nuwc.navy.mil will be accepted in the event an offeror experiences problems downloading the RFP from the NECO website. The offeror must have a current registration in the DoD Central Contractor Registration database (http://www.ccr.gov ). Any questions should be submitted in writing via the fax number provided above or e-mailed to powersm@kpt.nuwc.navy.mil. No bidders list will be maintained by this office. No paper copies of the RFP / amendments will be mailed. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render your offer nonresponsive and result in rejection of the same. Notes 22 and 26 apply.
