Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number PR-CI-03-10519 is issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-07. This acquisition will be competed on a full and open basis. The NAICS code is 334516, the size standard for which is 500 employees. The U. S. Environmental Protection Agency (EPA), National Exposure Research Laboratory (NERL) requires a High Resolution Magnetic Sector Field Inductively Coupled Plasma Mass Spectrometer (HR-ICPMS). The HR-ICPMS will be used for ultra trace level multi-element analysis and high precision stable isotopic analysis. EPA is interested in quantifying trace elements (e.g. sulfur, chromium, iron, nickel, arsenic, selenium) and the polyatomic molecular ion interferences that ICPMS systems have historically experienced problems. Therefore, the system must be able to quantify both the trace elements and molecular ion interferences with the same mass-to-charge ratio.
