Description
B - The United States Operations Command (USSOCOM) Acquisition & Logistics Center at MacDill AFB, FL, in support of Psychological Operations (PSYOP) requirements, is seeking potential sources capable of providing a comprehensive, end-to-end, analysis of alternatives beginning FY04 for the integration of current and forecasted (thru 2013) state-of-the-art technologies available to meet a requirement to provide long-range dissemination (up to 750 nm) of conventional radio and television mass media broadcasts from OCONUS locations to OCONUS target audiences, and targeted broadcasts including, but not limited to applications such as Internet, cellular telephone, and text messaging broadcast technologies, platforms, and systems. The contemplated scope includes, but is not limited to an examination of methodologies available to broadcast messages and products into denied and /or hostile areas based on current Combatant Command regional demographics , integration of COTS technology, interoperability with existing and future DoD and commercial satellite communications systems, as well as existing digital and analog systems and, specifically, operations and system hardware and software required to provide full ?reach-back? and transmission from CONUS to OCONUS locations world wide. This research includes an assessment of required capabilities to exploit existing technologies in innovative and evolutionary ways, and to maintain currency with existing conventional media distribution outlets. The Draft Statement of Work (SOW) is an expression of command intention, but is subject to industry comment. Innovative and/or revolutionary technical solutions are welcome. Industry responses to this notice must contain the following information: (1) name and address, to include fax, email of firm and POC; (2) technical capabilities description. This information must be submitted, prior to being distributed a copy of the Draft SOW. Potential Sources must possess a security clearance to the TOP SECRET level.
