- Description
- The Bureau of Customs and Border Protection (CBP) intends to award a sole source procurement to BNH Expert Software, Inc., of St. Laurent, Quebec, Canada. The purpose of this requirement is to acquire an automated tool for the Office of Training and Development (OTD) to assist in the decision making surrounding assessment, design and implementation of the many training products. BNH?s Advisor Enterprise 4.2 software is uniquely comprehensive and specially designed for decision making in training program development. The Advisor Enterprise is the only known software with the specialized features required by OTD. Unique features includes the combination of the following: rates effectiveness of alternate training delivery options, estimates time required to develop training, computes and compares costs of alternate training delivery options, recommends most cost effective blend of training delivery options, documents organizational goals, identifies performance indicators for each job function and their impact on organizational goals, estimates impact of training on performance indicators and organizational goals, compile data from multiple courses/managers, determine budgets and resources needed to run various training programs or develop various skills/competencies, and identify programs that are running effectively as well as problem areas. OTD and the Office of Information Technology were not able to identify any other software of this type that is specifically designed for training office operations. This notice is not a request for proposals nor a solicitation for offers. However, any firm who believes it is capable of meeting all the requirements stated herein may submit a response, which if received within 5 calendar days of the date of this announcement, will be considered. Interested firms shall provide detailed information outlining their capabilities?any response failing to provide the aforementioned data will be disregarded. Reponses to this posting must be in writing. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
