- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation reference number is F1318531190400 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. This acquisition is 100% set-aside for small businesses. The associated NAICS code is 235990 with a $12M size standard. Contractors shall submit a lump sum proposal for all labor and materials included in this project. All responsible sources may submit a quotation, which shall be considered by the agency. This is for the purchase and freight of a 7 foot X 12 foot tandem axle enclosed trailer for Charleston AFB, SC which meets the below included specifications. Delivery must be completed by 1 July 2003. TRAILER SPECIFICATIONS: 7 feet X 12 feet tandem axle enclosed trailer. . Trailer to include: spare tire, 3 dome lights, 2 roof vents, door on left side of trailer, 2 rear stabilizer jacks, 2 triangular wheel chocks, 2 torsion "easy-lub" axles, with electric brakes rate 3500 lbs each, 3 lunette eye (coupler) adjustable from 18 inches to 30 inches, 2 aluminum strap racks, 5 bins across and 10 bins high, cargo tie-down rack 4 rows on right side of trailer, chain rack along left side and front of trailer, slip resistant floor, D.O.T. approved side mounted parking/turn/brake lights, 2 torque tongue jacks with footing, safety chains/safety cables. Trailer color: charcoal gray. Freight to Charleston AFB, Zip 29404. The following clauses and provisions are incorporated and will remain in full force in any resultant award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical capability of the item offered to meet the Government requirement and (2) Price. The Government will evaluate offers for award purposes for the total price for the requirement. Technical and price are equal. If the lowest priced evaluated responsible offer is judged to meet the minimum technical requirements of the Government the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers.
