Description

Naval Air Systems Command (NAVAIR) intends to negotiate and award a contract modification for the Systems Engineering and Management Integration (SEMI) support of the Tactical Tomahawk transition, from an EMD program to a production program. The Contractor shall provide non-core Tomahawk Weapon System (TWS) systems engineering and program management support under the direction of PMA-280, as needed to resolve emergent issues associated with all TWS segments related to the transition from EMD to production. Efforts include, but are not limited to, engineering assessments and trade studies, update TWS System Specification (JCM-2142), update the Operational Requirements Document (ORD), verify system level performance requirements/verification traces on TWS changes, and support the accreditation of specific updates to the TWS models and simulations database required due to system changes. NAVAIR intends to award this effort to Raytheon Systems Company (RSC), P.O. Box 11337, Tucson, AZ 85734-1337. Since 1994, RSC has been the sole developer, designer, and manufacturer for the Tomahawk All-Up-Round (AUR). Since that time, Raytheon has also been the sole contractor providing SEMI support to the Tomahawk Systems Engineering Organization (SEO). This makes Raytheon the only company capable of performing this work. In addition, RSC solely possesses the current configuration and manufacturing data for the Tactical Tomahawk missile, and the interface documentation needed to assess the impacts of missile changes to all TWS segments. Because a detailed knowledge and expertise of the Tactical Tomahawk missile and the TWS is required to conduct tasking under this contract, RSC is the only source capable of accomplishing this requirement in the required timeframe and without duplication of costs.
