- This Request For Proposal (RFP) includes as CLIN 0001 all labor, materials, and equipment to construct a one or more one-story, force-resistant seismically reinforced masonry bearing wall facilities with concrete foundations, slab-on-grade floors, elastomeric roofing over insulated steel deck, fire detection and suppression systems, closed circuit television, intrusion detection system, communications, mechanical ventilation, plumbing, electrical service and other elements required for a complete and usable facility. The project includes a four 12-point indoor pistol/rifle/shotgun small arms ranges, two Indoor Simulated Marksmanship Trainer (ISMAT) simulators, one small arms armory, two classrooms, staff offices and all necessary support facilities. Small arms weapons ranges include bulletproof walls and ceilings, acoustical baffling, and mechanical ventilation and air conditioning separate from the other facilities. Built-in equipment includes pre-engineered bullet traps, target retrievers, firing booths, range surveillance, intruder detection system, and CATV system. Parking, sidewalks, landscaping, access road paving, and environmental protection measures are included. Anti-terrorism force protection measures are included in the project. The project will include as options, to be awarded at time of awarded at time of award or within 180 calendar days after award date, all labor, materials, and equipment for CLIN 0002, five (5) years of maintenance support for CLIN 0001 once construction is completed, and CLIN 0003, demolition of 9 off-base outdoor firing range facilities. Proposals will be evaluated by adding the total proposed price for CLIN?s 0001, 0002 and 0003. The work is located at Naval Subase Bangor, Silverdale, WA. This procurement will result in a firm fixed price contract. The contract will be procured using Source Selection Factors (negotiated) procedures, as it has been determined in accordance with FAR 6.401 to be the most appropriate method of contracting for the subject project. This procurement is open to all business concerns. The FAR estimated cost range for this solicitation is more than $10,000,000.00, however the anticipated funding limitation approximately $13.2 million. The North American Industry Classification System (NAICS) Code is 236220. The related small business size standard is $28.5 million. The anticipated contract duration is 390 days for the Base Item CLIN 0001 and CLIN 0003 with a 5-year follow on period upon completion of construction and building occupancy for CLIN 0002. It is anticipated that this procurement will be evaluated on factors 1) Past Performance; 2) Experience; 3) Management Approach; 4) Maintenance Approach; 5) Subcontracting Experience, Achievements, and Goals; 6) Price. Proposals will be evaluated to determine which offeror provides the best value to the Government. Best value is defined as the optimum combination of Past Performance and Experience, Subcontracting Experience, Achievements and Goals and Price for this work. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most favorable terms. Proposers should not assume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. Amendments and notices will be posted on the web site http://esol.navfac.navy.mil/ for downloading. This will be the only method of distributing the solicitation. It is the offerors responsibility to check the web site periodically for any amendments and notices to this solicitation. The official plan holder?s list will be maintained and can be printed from the web site only. All prospective offerors and plan centers are encouraged to register as plan holders on the web site. Location and points of contact for site visit(s) will be identified in the solicitation. All qualified responsible sources may submit an offer that shall be considered by the agency. Estimated closing for Proposals is 14:00 local time, 16 July 2003. If an offeror is a Large Business Concern, it shall submit a subcontracting plan for this contract in accordance with FAR 52.219-9, SMALL BUSINESS SUBCONTRACTING PLAN (OCT 2000), ALTERNATE II (OCT 2000).
