- Description
- The U.S. Postal Service (USPS) is seeking information, through market research, on an effort to centralize and manage all USPS membership, subscription, periodical, newspaper, and book purchases. The USPS currently purchases these items through individual contracts and credit card disbursements. We are interested in gathering information on how these purchases can be consolidated into one national contract and/or reduce the number of individual contracts and/or orders. This is NOT a request for quotation or proposal. There is NO guarantee that a solicitation will be issued for this effort nor is there a guarantee that your firm will be listed as a suggested source if a solicitation is issued. However, every reasonable effort will be made to include your firm with information regarding this effort. If you're interested in providing information, please address each of the following items listed: 1. Please explain how your firm would launch a national effort to provide the subject services and provide past efforts of this magnitude that your firm has successfully conducted. This information should include, but not be limited to, partners. 2. Please identify your firm's ability to perform the following activities: a. Develop and implement an effective strategy to centralize and manage this program/products; b. Manage, maintain, and consistently review a database of current suppliers; c. Monitor and advise on any price changes; d. Negotiate better prices with these suppliers; e. Anticipate and resolve any problems; f. Process new requirements for memberships, subscriptions, books, publications, and/or newspapers; g. Process renewals timely; and h. Process supplier payments timely. Your firm's suggestions should reduce, not increase, the administrative burden to the USPS. All questions regarding this requirement must be in writing and submitted no later than MAY 23, 2003 to marsha.k.harrington@usps.gov. Responses to our inquiry should be submitted in writing on or before FRIDAY, MAY 30, 2003 to marsha.k.harrington@usps.gov. Please limit your response to five (5) pages. NO PHONE CALLS, PLEASE. USPS does not expect to conduct any workshops on this effort prior to receiving responses to this inquiry; nevertheless, if workshops are to be conducted, USPS will make every effort to include your firm in the process.
