- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and issued under the authority of FAR Subpart 13.5 "Test Program for Certain Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. EMV-2003-RQ-0024, issued as a Request For Quotation (RFQ) is for the purchase of 4588 RSTE Interface Cards in a quantity of five (5) to upgrade the REDCOM Secure Voice Conference Arranger to STE-R ISDN capabilities. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular No. 2001-13, dated 03/18/03. This procurement is issued on a Small Business Set-aside basis, NAICS Code 34290/small business size standard is 750 employees. Only one award will result from this solicitation via the issueance of a firm-fixed priced simplified acquisition order. Items are req'd to be delivered, FOB Destination, to FEMA;, Mt. Weather Emergency Operations Center, 19844 Blue Ridge Mountain Road, Bluemont, VA 20135, which is also the place of inspection & acceptance. Gov't desires delivery 60 days or sooner ARO. The Gov't will make award to the responsible/responsive offeror whose offer will be most advantageous to the Gov't based on price alone. The provisions at FAR 52.212-1 "Instructions of Offerors--Commercial" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications--Commercial Items" w/their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions--Comercial Items," 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items," with the following clauses cited in 52.212-5 being applicable to this acquisition: 52.222-26 "Equal Opportunity," 52.222-35 "Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era," 52.222-36 "affirmative Action for Handicapped Workers," 52.222-37 "Employment Reports on Disabled Veterans and Veterans of the Vietnam Era, " 52.225-3 "Buy American Act--Supplies," and 52.232-34 "Payment by Electronic Funds Transfer-Other than Central Contractor Registration."
