Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is RFQ-104467, and this requirement is being conducted as a 100% Small Business set-aside under the procedures of the Federal Acquisition Regulation (FAR) Parts 12 and 13 (test program). The North American Industrial Classification System number is 334220, the size standard is 750 employees. The Federal Bureau of Investigation intends to award a firm-fixed price, brand name, contract under RFQ 104467, for the following: Brand Name for all items is Ana Com, Inc., Item #1 - P/N 30929, 16W KU Band transceiver, Qty (2), Item #2 - P/N 30784-110, LNC, 110K Option (without TX Reject Filter), Qty (2), Item #3 - P/N 10968, Filter, TX Reject,>50dB Rejection, Qty (1), Item #4 - P/N 10613006, Male 6-pin connector (for panel mount), Qty (1), Item #5 - P/N 10956-003, Flex Waveguide, WR75, 3', Qty (1), Item #6 - 10956-002, Flex Waveguide, WR75, 2', Qty (1), Item #7 - P/N 31018, Handheld Terminal, Qty (1), and Item #8 - P/N 12100, Installation Kit for OdBm to 16W Single Enclosure Transceiver for Prodelin 1.8, 2.4 and 3.8m offset antennas. Includes brackets and mounting hardware to install on antenna feed support arm. The items to be ordered under this RFQ (as Brand Name) are needed for consistency with existing systems, space, clearance and weight restrictions for a command vehicle. Delivery of the items shall be 30 days after-receipt-of-order. The delivery shall be FOB Destination to FBI Academy, Quantico, Virginia 22135. All quotes shall be submitted to the attention of Mr. Larry Garelick, Contracting Officer, Engineering Research Facility, RFQ 104467, Building 27958A, Quantico, Virginia 22135 by 2:00 PM, EDT, 5/28/2003. FAR Clause 52.212-1, Instructions to Offerors (OCT 2000)FAR Clauses 52-212-4, Contract Terms and Conditions (FEB 2002) and addendums are incorporated into this solicitation. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (APR 2003), Subsection (a),(b),(d) and (e) apply. Clause 52.212-4, add 52.233-2-Service of Protest (AUG 1996); 52-215-5 Facsimile Proposals (OCT 1997) Department of Justice (DOJ), Justice Acquisition Regulation (JAR) Clauses, 2852.233-70 Protests Filed Directly with the Department of Justice (JAN 1998); and 2852.201-70-Contracting Officer's Technical Representative (COTR) (JAN 1985). Addendum to Clause 52-252-5 Authroized Deviations in clauses (APR 1984), is incorporated by reference and applies to FAR 9.104-1. Clause 52.212-3, Offeror Representations and Certifications (MAY 2002) and applies to this acquisition. Each offer shall include a completed copy of 52.212-3 with their quote. Clause 52.212-2, Evaluation-Commercial Item (JAN 1999) is incorporated by reference and applies to this acquisition. ADDENDUM to 52.212-2(a)--Award will be based on best price to the government. The evaluation of this RFQ will be in accordance with Part 12, 13, and 15 of the FAR. The following factor shall be used to evaluate offers: Price. Offerors must acquaint themselves with the new regulations concerning Commercial Item acquisition contained in FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
