- Description
- The U.S. Coast Guard Research and Development Center (USCG R&DC) intends to contract with one or two marine radio manufacturers to integrate Global Positioning systems into Class D Digital Selective Calling (DSC) radios. The goal is to maximize the probability that a DSC distress alert from a recreational boater will contain a valid position when received by the Rescue 21 System. Rescue 21 is the replacement for the aging National Distress and Safety System (NDS) that is the United States primary maritime ?911? system. The USCG uses the NDS System to monitor for distress calls and coordinate search and rescue response. The existing system is voice only. It receives distress calls on VHF Channel 16 and is the primary means that a boater in distress calls for help if they are within twenty (20) nautical miles of the United States shore. The current NDS System cannot receive DSC Channel 70 distress alerts. DSC is an integral part of the new Rescue 21 System. With Rescue 21, the Coast Guard will immediately be able to execute a rescue operation because they will not need to search for the vessel. The contract will call for the development of two radios to go through acceptance testing with an additional forty-eight (48) being delivered under the base contract. The radios can either be hand held or fixed mount radios or a combination of both. There will be options for either 100 or 500 additional radios to be purchased. All responsible sources may submit an offer, which the Coast Guard will consider. The NAICS Code is 334220. The Coast Guard intends to award one or two Fixed Price Contracts with Options which must be priced at time of award. The period of performance will be one year from date of award. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing accounts receivable for transportation related contracts.
