Description
The Okanogan and Wenatchee National Forest requests offers and information for supplying a portable (temporary) bridge to the 30-Mile trailhead, near Winthrop, WA. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number RFQ R6-8-03-30 is issued as a Request for Quotation (RFQ). Please provide offers for the following: 1 each portable bridge (temporary bridge) superstructure that can be assembled and disassembled in pieces and easily transported. The structure must be able to support logging and heavy equipment (construction) such as an excavator or dump truck, HS20 load rating. No curbs or rails needed. Size is 30 feet clear span, width 16 feet. Low volume traffic use is expected. Bridge will be placed on 8? x 12? x 16? abutment. Delivery is FOB Destination to 30 Mile Trail head, located approximately 30 miles north of Winthrop, Washington, 98862. Delivery shall be by July 1, 2003, as Government furnished property for construction work in the 30 Mile Trailhead area and delivery shall be coordinated with the Government Contractor for off loading and placement of the portable bridge. The bridge must comply with the Forest Service Specifications for Construction of Roads and Bridges August 1996 included in this notice by reference. FAR provision 52.212-1, Instructions to Offerors, Commercial Items, applies to this solicitation. Addendum to provision 52.212-1: The offeror shall furnish descriptive literature that includes design drawings, pictures and calculations for HS-20 load rating. Certification of HS20 loading will appear on drawings. The offeror shall provide a description of installation requirements with their offer. This is for evaluation purposes only and is not the comprehensive installation instructions. Offers shall include a description of the product offered (with pictures, drawings, or engineering data) and the price for that item. . The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. This acquisition is a 100% set aside for Small Business. NAICS Code: 332313. Size Standard: 500 employees. FAR provision 52.212-2, Evaluation Commercial Items is not applicable to this acquisition. Offers will be evaluated using the Simplified Acquisition Procedures in FAR Part 13, Subpart 13.106. A best value determination will be the basis on which an award will be made. The following evaluation criteria will be considered: capability of the item offered to meet the agency need, capability to meet delivery time requirement, price and past performance. Offerors shall include a completed copy of the FAR provision 52.212-3, Offeror Representations and Certifications, Commercial Items with their offer. A copy of this provision can be obtained at http://www.arnet.gov/far. FAR clause 52.212-4, Contract Terms and Conditions, Commercial Items applies this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items applies to this acquisition.
