- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. ****The associated North American Industrial Classification System (NAICS) code for this procurement is This acquisition is unrestricted and all responsible Parties may submit a quote. ****The National Institute of Standards and Technology (NIST), has requirement for one (1) each Upgraded Accom video Recorder WSD/Hdi-F 90 minutes storage at 1080i. All interested parties shall provide a quote for the following line item: ****LINE ITEM 0001: Quantity (1) each WSD/Hdi-F 90 minutes storage at 1080i. Specifications: Shall deliver 10-bit YUV 4:2:2 SI video I/O and uncompressed storage. Store at least 75 minutes of HD video. The server (SDI and HD-SDI) must support commonly used formats, including the following spatial resolutions and frame rates: 1920 x 1080 /60i /59.94i /50i 1920 x 1080 /30psF /29.97psF /25psF /24psF /23.96psF 1280 x 720 /60p /59.94psF 576 x 720 /50i 486 x 720 /59.94i ****DELIVERY SHALL BE FOB DESTINATION and shall be completed in accordance with the Contractor's commercial schedule. ****The Contractor shall pack and make the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall delivery to NIST, Bldg. 301, Shipping and Receiving, Gaithersburg, Md. 20899-0001. ****Award shall be made to the offeror whose quote offers the best value to the Government, technical and price considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price. Technical and price shall be considered to be of equal value. Evaluation of Technical Capability will be based on the information provided in the quotation. ****Offerors shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristics, which clearly documents that the offered product(s) meet or exceed the specifications stated above and meet the needs of the Government in essentially the same manner as the brand name. ****The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. ****The following clauses apply to this acquisition: 52.211-6 Brand Name or Equal; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items including subparagraphs: (13) 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans. It can be downloaded at www.nist.gov/admin/od/contract/agency.htm. ****All offerors shall submit the following: 1) An original and one (1) copy of the quotation which addresses the line item; 2) Technical description and/or product literature; 3) Description of commercial warranty; 4) Two (2) copies of the most recent published price list(s); and 5) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commerical Items which may be downloaded at www.arnet.gov/far. ****All quotes should be sent to the National Institute of Standards and Technology, Acquisition and Logistics Division, Attn: Daynah Cataldo, Building 301, Room B125, 100 Bureau Dr., Stop 3571, Gaithersburg, Md. 20899-3571. ****Submission must be received by 3:00 pm local time on May 27, 2003.
