- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-27. This acquisition is 100% small business set-aside and the North American Industry classification System (NAICS) code is 541990 with a small business size standard of $6.0 million. It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis with PlanView, Inc. for PlanView software. PlanView software provides the following characteristics: (1) Skills management and searching; (2) Time & expense tracking that updates project progress; (3) Project budgets and accounting integrated with organizational budgets; (4) Collaboration across teams with web portals; and (4) Integrating contracts with opportunity and billing. The proprietary software provides a rich and mature solution that uses the web to optimize value from an organization's people and other investments. PlanView provides the integrated tools and process models to help improve performance on projects and other work and optimize the value from resources. It also supports improved business strategy and decision making with portfolio management based on actual metrics. PlanView offers full project management scheduling, sharing resource pools across the organizations, resource capacity planning for realistic schedules, portfolio management and executive reporting. Planview supports workflow automation, notification and full content management and document management. Risk management and change management can be integrated. Offerors are advised to propose in accordance with the provision of FAR 52.212-1, Instructions to Offerors-Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Request for Quotations (RFQ-NLM 03-132/KDR) is due to the National Library of Medicine, Office of Acquisitions Management, 8600 Rockville Pike, Building 38A, Room B1N20, Bethesda, Maryland 20894; Attention: Karen D. Riggs, Contracting Officer by 2:30 p.m. on Tuesday, May 27, 2003. Facsimiles WILL NOT BE ACCEPTABLE. All responsive sources may submit a proposal which will be considered by the NLM.
