Description
Correction to NOTICE OF CONTRACT ACTION (NOCA)posted 14 May 2003. The overall objective of the B-2 Beyond Line of Sight (BLOS) program is to provide the B-2 bomber, Link-16 Situational Awareness (SA) BLOS B-2 capability. The B-2 BLOS program shall provide SA to the flight deck via satellite reception of Link-16 data from networks beyond the horizon. This announcement constitutes a notice to all potential offerors that, on or about 26 May, 2003, the Tactical Data Links System Program Office, Gateways Division (TDL) anticipates the release on the HERBB website (www.herbb.hanscom.af.mil) of a Request for Proposal for the B-2 BLOS program. The overall objective of the B-2 BLOS program is to provide the B-2 Bomber, Link-16 Situational Awareness (SA) BLOS. The Government intends to use the split proposal process in acquiring the B-2 BLOS system. A technical demonstration of proposed systems will be conducted at Hanscom AFB, MA tentatively on 25 Jun 03. Offerors will be required to submit a technical proposal with ROM as well as perform a technical demonstration of the proposed system. The government reserves the right to award without discussion. The government will request a full up cost proposal. The contract is estimated to be valued at less than $3M. The government believes the effort will be a one-year contract with possibility of two one-year options in place for contractor logistics support. The B-2 BLOS program shall provide SA to the flight deck via satellite reception of Link-16 data from networks beyond the horizon. This capability will be met by the Offerors' provision of software that will allow receipt of J-series messages. The software must have an interface to the PRC-117 SATCOM radio, support an interface to FALCONVIEW software, ability to receive Satellite TADIL J (Mil-Std 6016B) and Mil-Std 3011 App. A protocols, and must accept GPS position/timing information. The system must support the B-2 Situational Awareness and Communications Upgrade (SACU). Offerors will be provided 30 days from official release to respond to the RFP with the technical proposal. Telephone requests for the RFP will not be accepted. Interested Contractors desiring to do business with the Air Force shall be registered in the DoD Central Contracting Reporting System. This NOCA does not constitute a Request for Proposal, and it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. Contractors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government. Interested Contractors who have Advisory and Assistance Services contracts and also support ESC/DIV are put on notice that you may have a potential Organizational Conflict of Interest. If you desire to submit a proposal in response to the above RFP, an OCI mitigation plan will be required. This plan will be evaluated to determine if an actual OCI exists and whether sufficient safeguards exist to make you eligible for award. Failure to submit such plan may make you ineligible for award. Offerors' personnel will need to possess a secret clearance and facilities able to handle classified information. An established crypto account shall be in place.
