Description
THIS IS A PRE-SOLICITATION NOTICE ONLY ? THIS IS NOT A REQUEST FOR PRICE OR TECHNICAL PROPOSALS. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. The NAICS Code for this procurement is 236220 and the Small Business Standard is $27.5 million. The General Services Administration announces an opportunity to qualified small business construction firms interested in providing construction services to renovate portions of the Internal Revenue Service Center in Covington, Kentucky. The estimated cost range of the work is $250,000 - $500,000 and includes architectural renovations to the Child Care Center and Cafeteria, interior painting, and replacement of ceiling tiles. The Government also intends to establish a Multiple Award, Indefinite Quantity Indefinite Delivery (IDIQ) Construction Contract for similar construction services for up to five (5) sources under this solicitation. The contract will provide for general repairs and alterations to all Government owned and leased facilities from $100,001 to $5 million within the State of Kentucky. Each award will be for a one (1) year base period with four (4) one-year options. This solicitation will utilize Source Selection procedures in accordance with FAR Part 15.1, or Best Value concept to evaluate offers and make selections. Best Value provides the opportunity for cost/technical tradeoffs; therefore, award will not necessarily be made to the lowest priced offeror or the highest technically ranked offeror. The Government will select the proposals that represent the ?Best Value? based on the evaluation of both price and technical factors. All technical evaluation factors when totaled are significantly more important than price. The following technical factors will be evaluated: (1) Experience on Similar Projects (a) Offeror should include a detailed description of the projects completed within the last 3 years as well as all similar current projects and the role of the offeror on the project, ( i.e., prime contractor, subcontractor, etc.), and the dollar amount of their portion of the work. (b) ?Similar? means projects of the same scope, magnitude and difficulty contemplated by the RFP project. The projects listed should include at least 2 projects with a dollar amount in excess of $500,000. (2) Past Performance on Similar Projects (a) Past performance will be determined by the evaluators who will contact at least 3 of the references provided to discuss the offeror?s performance on the projects. (b) Consideration will be given to timeliness, cost control, and technical success of the project. (3) Management Plan, (a) Offeror shall demonstrate in its proposal the methodology it intends to employ to accommodate the Government?s issuance of multiple, concurrent task orders ranging in dollar value from $100,001 to $5 million. (b) Offeror shall provide a Quality Control Plan to assure the requirements of the task order will be met. The plan, as a minimum, shall include a description of the quality control system, methods of identifying, correcting and preventing defects in the quality of the design and/or construction work and the identification of authorities and responsibilities of key personnel. (4) Experience of Key Personnel, (a) The Offeror shall identify key personnel and principles proposed to perform the duties required in the solicitation during all phases of the projects. (b) A resume must be submitted for each that includes education, number of years of experience and a description of their duties and responsibilities. The tentative date for issuance of the solicitation is 09 June 2003. The solicitation contains Sensitive But Unclassified building information (SBU). As a result, in order to be included on the Bidders Mailing List to receive the solicitation, you must print, complete, sign and provide the attached Document Security Notice to Prospective Bidders/Offerors. For reasons of security and before release of SBU information, the attached document including a copy of the (1) Offeror?s business license, (2) Dun and Bradstreet No., (3) Tax Identification No., and (4) copy of valid State driver?s license of the person requesting the solicitation must be received by the Government before the solicitation, plans and specifications can be released.
