Description
This is a pre-solicitation notice to identify potential sources interested in providing a commercially available data storage solution for the Pentagon Renovation Office. Contract services include, but are not limited to, data replication and mirroring, data storage, hierarchical storage management, enterprise storage network services and related engineering, project management, and operations and maintenance. The Government is conducting two IT procurements in tandem as part of a general upgrade of redundant IT capability to preserve continuity of Department of Defense operations in the event of a national emergency. This procurement addresses data storage equipment and related services. The parallel procurement, request for proposal number MDA947-03-R-0012, is a broader network integration effort. This procurement (storage) is open to both storage manufacturers, original equipment manufacturers (OEMs) and resellers. Offerors are advised, however, that the Government intends to evaluate potential offeror?s ability to perform the following: 1) Provide corporate subject matter experts on the equipment offered; 2) respond to the Government?s needs for equipment specification changes; 3) guarantee equipment availability and reliability; 4) provide lab facilities and personnel for problem recreation and immediate resolution; 5) provide and implement technology updates and emergency software patches, etc? in a timely and seamless manner as part of the award decision. This may (or may not) give storage manufacturers a competitive advantage in the storage procurement. A substantial portion of this acquisition will be for commercial off the shelf items. Top Secret facility and personnel clearances are required. The contract will consist of on-site and off-site personnel at multiple locations with approximately 75% of personnel requiring a TOP SECRET/SCI clearance and the remaining 25% requiring a minimum of SECRET/NOFORN. A long-term contract is anticipated composed of one base year and subsequent option years. The contract type to anticipate is IDIQ. Complex Task Orders may be of a fixed price award fee type, while straightforward Task Orders will be firm-fixed price. Multiple awards are not anticipated. Approximate contract value is $40M - $60M, excluding options. Interested parties are invited to submit to the POC a three (3) page Capability Statement summarizing corporate strengths in relation to the following criteria: (1) Demonstrate the ability to receive and respond to bid documents classified at the SECRET/NOFORN level; (2) Describe the qualification and capabilities of your staff to perform the type of work specified; (3) Describe your Company?s experience with DoD for the type of work specified; (4) Describe your management approach in managing on-site/off-site personnel at multiple locations, staff retention/replacement, authority, responsibilities, and quality control, as well as your ability to provide required clearances at time of award. Capability statement submissions shall be provided electronically to mainviejl@army.pentagon.mil with ?Storage Solutions Capabilities Statement? in the subject line. Complete responses must be received by the Government no later than 12:00 noon on 23 May 03. The previous submission date was May 19, 2003 - prospective offerors who have already responded may take the opportunity to submit a revised qualifications statement by noon on May 23, 2003. The Request for Proposal (RFP) will only be issued to offerors who meet the requirements of above. The RFP will be issued on or about May 30, 2003. It will be issued paper only; no electronic files or faxes will be authorized. Please provide your security manager point of contact for future correspondence to the above email address. A determination of the project classification is pending and may result in the use of other than full and open competition.
