Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Cancer Information Service (CIS) intends to procure on a sole-source basis with Jack Digital Production Inc., 5-645 King Street West, Toronto, Ontario, Canada for the purchase of the Oncology Interactive Education Series (OIES). The CIS is responsible for supporting the development of cancer information and education materials at the local, regional, and national levels. Part of the CIS mission is to ensure that patients and their families, the public and health professionals receive the latest, most accurate cancer information from the staff of the CIS, which continually seeks ways to utilize innovative training techniques and standardized programs and tools to promote excellence and assure a high level performance in meeting a callers needs. The Oncology Interactive? Education Series (OIES?) developed by Jack Digital Productions Inc. was produced in conjunction with more than 300 oncologists and health professionals in Canada, the United States and Europe. The OIES provides the users with: 1) a comprehensive understanding of all the major forms of cancer and their treatment; 2) interactive graphics; 3) 3D anatomical representations; 4) animations and video interviews; 5) titles that cover prevention and early detection, diagnosis, treatment and supportive care that bring clarity to complex ideas and procedures; 6)two levels of content that address the specific needs of both new Cancer Information Service (CIS) staff members as well as experienced staff members. Written in clear and accessible language, the General Level gives new staff members the information they need to understand cancer and its treatment and communicate effectively with callers and partners; 7) regular updates to the series - since cancer research is a rapidly evolving field, with new drugs and new treatments emerging all the time. Medical review boards update the OIES? on a regular basis, guaranteeing that users have the most current information; 8) navigational tools specifically designed to enable the user to find exactly what they are looking for without having to read a lot of text; and 9) tracking software that monitors and records usage activity by user, machine, and OIES? title. The reports from the tracking software enable the Training Coordinator to track staff member's training time and topic, and to continually improve and evolve the education process for CIS staff. The software is considered commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified procedures for certain commercial items as authorized in FAR 13.5. Jack Digital Production Inc. is the only organization known that has the aforementioned features that are required and believed to be unique. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a capability statement. This statement must demonstrate that they have this software commercially available with these features in place and operating. The NCI will not consider statements that propose to develop a new system or software. The statement and any other supporting information must be furnished in writing and must contain material in sufficient detail to allow the NCI to determine if the party meets the requirement. An original and one copy of the capability statements must be received in the contracting office by 11:00 a.m. EDT, on May 27, 2003. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
