Description
The FAA=E2=80=99s Oceanic and Offshore Integrated Product Team has de= veloped and implemented controller-pilot data link communications (CPDLC) s= ervices in FAA-operated Pacific oceanic airspace. In conjunction with Futu= re Air Navigation System (FANS) avionics-equipped aircraft, CPDLC provides = the means for the controllers to communicate with aircrews via datalink. T= he FAA, in cooperation with the Japanese Civil Aviation Bureau (JCAB), co-c= hairs the Informal Pacific ATC Coordinating Group (IPACG) in the North/Cent= ral Pacific, and in cooperation with five other countries participates in t= he Informal South Pacific ATC Coordinating Group (ISPACG). These two group= s have established FANS Interoperability Teams (FITs) with a mandate to fac= ilitate this developing technology=E2=80=99s use among all the airlines, St= ates, and air traffic service units involved. The FITs require support ser= vices to achieve their important goals of operations that will enable the r= ealization of benefits for all FANS users and oceanic datalink stakeholders= operating throughout the Pacific. These support services have been provid= ed by The Boeing Company (Boeing) under a fixed-price contract that was awa= rded July 1, 2000. The Boeing Company via a 6-month bridge contract contin= ues to currently provide these services. The FAA has a critical need for f= ollow-on efforts to meet the continuing need for technical support services= for up to five more years of support. Because the work is expected to dec= rease as experience increases, and because the need may disappear entirely = before the end of the five years, the period of performance for this effort= will be from date of award through July 31, 2004, with four options for re= newal of one-year each. The continuing effort includes meeting several cri= tical deadlines, requiring use of a contractor with expert knowledge of FAN= S implementation, as well as past and planned IPACG and ISPACG FIT activiti= es. Minimum technical equipment capability requirements include: 747-400 = FMS Test Bench, 747-200 FMS Test Bench, 777 DCMF Test Bench, 757 Test Bench= , 767 Test Bench, MD-10 Flight Deck, MD-11 Flight Deck, MD-11 FMS Test Benc= h, C-17A Test Bench, =09ACARS Test Bench for live datalink, SATCOM Test Ben= ch for live datalink. Additionally we need the ability to test hardware-in-the-loop for the follo= wing. These facilities must be able to interface with any ground station i= n the US or overseas to test the ground station for faults. FMS, MCDU,Fligh= t Deck Display, Autopilot/auto throttle, CMU, VHF Radio, HF Radio. Additionally we need specialized integrated software for the following capa= bilities: Creation, and decoding, of AFN messages, Creation, and decoding,= of CPDLC messages, Creation, and decoding, of ADS messages, Creation, and = decoding, of AOC messages, Creation, and decoding, of ARINC 623 messages, C= reation and validation of CRCs, Simulation of interfaces between FMC and CM= U or CMU and SATCOM,Monitoring of traffic on the FMC/CMU and SATCOM/CMU int= erfaces. Last, but absolutely not least, we must have a degree of confidentiality th= at requires a database in the hands of a "neutral party" (i.e. an entity th= at provides neither datalink services nor ATC services). Interested contra= ctors shall respond with a technical statement of experience and proven cap= ability of working with technically equivalent systems and international gr= oups in a similar environment, and a proven record of providing timely and = efficient technical support services.
