- Description
- Two-phase design/build selection procedures will be used to provide all labor, materials, tools & equipment, and design/build services necessary to Expand the Veterans Affairs Outpatient Clinic, Myrtle Beach, SC. All work will be coordinated & administered by the Ralph H. Johnson Dept. of Veterans Affairs Medical Center, Charleston, SC. North American Industry Classification System (NAICS) code 233320 applies. This is an unrestricted procurement, full and open competition pursuant to FAR 19.1007. Estimated cost range of the design/build project: $1,000,000 to $2,000,000. Work includes completion of existing partial design, and all site work, site preparation and furnishing and assembling a pre-manufactured modular steel structure arranged as required to form a permanent addition to the existing primary health care facility. The new addition will be located at the south end of the existing Outpatient Clinic and connected by a new corridor. The work will include, but not be limited to, site improvements, foundations, appropriate connections and upgrades to utilities, fire protection, sidewalks, landscaping, and paving. The structure will include finishes, heating, cooling, electrical, fire alarm, & intercom systems as required for a minimum of twelve (12) exam rooms, a radiographic procedure room, a pharmacy, a laboratory, and ancillary services such as rest rooms, waiting area, offices, administrative areas, storage, etc. The approximate area of new construction is 7,500 square feet. The exterior of the facility will be brick to match the appearance of the surrounding development. Work in the existing Outpatient Clinic will consist of relocating the telephone/communication closet, and minor renovations. All work is to be in accordance with VA Master Specifications, VA Design Guides & Manuals, Life Safety Codes, JCAHO regulations & all Federal, State & Local Building Codes, and the local Redevelopment Authority. VA criteria can be obtained through the internet at the VA Home Page at www.va.gov/facmgt/standard/index.asp The successful offeror will be responsible for obtaining any and all permits required for construction at this site. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforms to this solicitation & will be the "Best Value" to the Government, price & technical factors considered. This procurement will consist of Two Phases. In Phase One, offerors will be evaluated using the following factors, not in priority order: 1) CONSTRUCTION MANAGEMENT: Composition & experience of the design/build entity with emphasis on technical & management capabilities; 2) PAST EXPERIENCE: All projects completed within the past five (5) years or more, or currently in progress, meeting either or both of the following criteria: a) projects completed by a design/build contract, & b) project(s) of similar size & scope to this project. The VA intends to pre-qualify no more than three(3) design/build entities during Phase One. Qualification data is presented in the Request For Qualifications package. After evaluating Phase One offerors, the highest rated offerors will be selected to submit Phase Two proposals. These highest rated offerors will be notified & shall receive the Request for Proposal(RFP) for the design & construction of the new modular clinic building. Phase Two is to determine the "Best Value" to the Government. Offers will be evaluated using the following factors, not in priority order: 1) CONSTRUCTION MANAGEMENT: (Same as Phase One) plus factors shall also include staging area management, & ability to maintain workmanship & material quality control; 2) PAST EXPERIENCE: (Same as Phase One); 3) SCHEDULE: Technical ability to plan & manage this project including Design Period & Construction Period; and 4) Price Proposal. The Government reserves the right to reject any or all offers at any time prior to the award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; & to award to the offeror submitting the proposal determined by the Government to be the most advantageous to the Government. Offerors are advised that an award might be made without discussion or any contact concerning the proposals submitted. Offers should be submitted in the most favorable terms. Offerors should not assume that they would be contacted or afforded an opportunity to qualify, discuss, and/or revise their proposals. Firms submitting price & technical proposals will not be compensated for submitted specification or documentation. A site visit at the project site in Myrtle Beach, SC. for Phase Two for qualified offerors will be scheduled within two weeks after pre- qualification determination. Appointment information will be contained in the RFP. Only written requests for the Request for Qualifications package will be accepted. Again, it is the requestor's responsibility to insure that the Request for Qualification package was sent by e-mail by the VAMC.
