Description
NA The US Army Communication and Electronics Command (CECOM) is soliciting information from potential sources for the design, development, fabrication, integration, and test of a Signals Intelligence (SIGINT) Payload for the Army Future Combat System (FCS) Un manned Air Vehicle System (UAVS) or the Army Extended Range/ Multi-purpose (ER/MP) Tactical Unmanned Air Vehicle (TUAV). The primary SIGINT payload mission will be to electronically map Radio Frequency (RF) emitters that operate within the High Frequency (HF) to Super High Frequency (SHF) ranges on the battlefield. The SIGINT payload shall include intercept, direction findi ng (DF) and geo-location capabilities. The SIGINT payload shall be comprised of two components; the (SIGINT Payload on the air vehicle and the Ground Control and Processing Subsystem. The SIGINT payload should be less than or equal to the FCS UAVS or ER/ MP UAV payload capability of 60 lbs, with a growth path via a modular payload to a fully functional payload at 130 lbs. The Ground Control and Processing Subsystem shall remotely control the sensors on the air platforms, and shall preprocess and display lo cation data. The Ground Control and Processing Subsystem shall be integrated into the Distributed Common Ground Station Army (DCGS-A). The Ground Control and Processing Subsystem must comply with the standards and interfaces established for DCGS-A. The deg ree of processing performed by the SIGINT Payload and the Ground Control and Processing Subsystem is left to the discretion of the vendor. The SIGINT payload shall comply with the Joint Airborne SIGINT Architecture (JASA). The concept is for SIGINT Payloads mounted on UAVs to operate in pairs to perform the electronic mapping function; however the system must provide for single UAV operation, in which the system would provide line of bearing data that could be used for geo-l ocation as the aircraft flies. The contractor will be required to provide a payload limited to the 60-pound requirement, and volume and form factors suitable for the Class III UAV. The contractor will also be required to show how the payload capabilities can be expanded, in a modular f ashion, as the weight and volume limits are raised to the 130 pounds and volume capabilities of the Class IV UAV. For example, the 60-pound payload may be limited in frequency range and number of processing channels, and the 130-pound payload may include a wider frequency range and more processing channels. The objective of this announcement is to identify potential sources that have SIGINT payloads that are candidates for the FCS and ER/MP UAV SIGINT payload development, demonstration, test and integration effort. Potential sources must demonstrate expertis e in the design, development and test of SIGINT systems, with specific emphasis on system integration and test of equipment integrated on UAVs. The potential sources should have air platform/UAV experience that encompasses planning, development, design, in tegration and system flight test. Each potential source is requested to provide a description of work to be performed, including specifically expertise in the integration and testing of SIGINT system on airborne platform/UAV. Only provide information on d emonstrated performance with examples of reports or other document. Sources will require TOP SECRET facility clearance and safeguarding capability and access to Sensitive Compartmented Information (SCI) and have a facility to store SCI information. Firms are invited to submit the appropriate documentation as described above in addition to any literature, brochures, and references necessary to support their capabilities necessary to meet or exceed the stated requirements. There is a page limit of fif teen (15) on information, specifically prepared in response to this Source Sought Notices. Responses shall be submitted by mail to USA US Army Communications and Electronics Command (CECOM), Research Development and Engineering Cent er (RDEC), Intelligence and Information Warfare Directorate, ATTN: AMSEL-RD-IW-SC (V. Responses must include the following: (1) name and address of firm, (2) size of business, ( 3) two points of contact, including: name, title, phone, fax, and e-mail address. The government is planning a cost plus type contract for a System Development and Demonstration (SDD) phase, with provision for a follow-on fixed price production option. During the SDD phase the government will require deliver of prototype unit 16 months after award to support the Future Combat system UAV integration and test schedule. These units shall be subjected to limited performance tests. Also, as part of the SDD phase, the government plans to procure pre-production/first article units. Delivery o f these units will be required 36 months after contract award. This synopsis is for planning purposes only and is not to be not to be construed as a commitment by the government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be mad e for any costs associated with providing information in response to this announcement, or any follow-up requests. Respondents will not be notified of the results of the evaluation. The closing date for responses is 20 June 2003.
