Description

This solicitation is issued ?unrestricted? for a Firm Fixed Price Contract. The North American Industry Classification System (NAICS) Code for this procurement is 236220, and the annual size standard is $28,500,000. The intent of this solicitation is to contract with a firm to provide all labor, material and equipment for the DESIGN/BUILD CONSTRUCTION of several new facilities and site improvements throughout Naval Air Station Lemoore (NASL), California. This is a re-solicitation of the Navy?s requirement which had been issued under solicitation N62474-02-R-0026. Re-solicitation is necessitated due to the fact that various material changes were made to the key components of the requirement, which have resulted in the cancellation of solicitation N62474-02-R-0026, and the re-solicitation of the changed requirement under this solicitation, N62474-03-R-4043. This project includes replacement of the Main Gate at the existing location with associated roadway; a new Police Station; dog kennel; Pass and Decal Office; and, three gatehouses. The vehicle storage area will be relocated. Additional vehicle parking will be constructed. A vehicle inspection area is required at one of the entrance gates. Various AT/FP barriers and security lighting are required at all gatehouses. Demolition of various existing structures being replaced is required. Landscaping is required at the Main Gate. Relocation of the existing police communications antenna will be required. A segment of security fence will need to be constructed. Miscellaneous utility work is also required. The estimated cost range is between $5,000,000 and $10,000,000. All sources shall have the ability to acquire bonding as required. The construction contract shall be awarded using competitive negotiation procedures, and proposals will be evaluated based on the methodology of best value to the Government. The trade-off process and the following criteria, outlined in the solicitation, will be used to evaluate proposals: (1) Past Performance; (2) Corporate and Key Personnel Experience; (3) Management Plan; and, (4) Commitment to Small Business. THE GOVERNMENT WILL ISSUE THIS SOLICITATION THROUGH THE INTERNET. Plans and specifications will not be directly provided in a paper hard copy format or via CD-ROM. Notification of any changes to this solicitation will be made ONLY on the Internet site. It is, therefore, the responsibility of the prospective offeror to check the below listed Internet site daily for any posted changes in the solicitation whill be available on or about June 10, 2003.
