Architectural-Engineering design services are sought for Miss Clara Barton's apartment and the adjacent spaces, (first and third floors of the Clara Barton Building, henceforth called the Federal easement areas of the Clara Barton Building). The preservation and conservation design work shall be performed in accordance with GSA quality standards and requirements and must meet the museum-quality space standards established by the American Institute of Conservation. The federal easement areas total approximately 4,000 gross square feet. The Estimated Construction Cost range is $900,000 to $1.3 million. Completed in 1855, the Clara Barton Building is one of a few, if not the only remaining, completely intact mid-19th c. Washington, DC boarding houses. The building has been designated an American Treasure and is nominated to the National Register of Historic Places. It is located at 437-441 7th Street, NW. Washington, DC. This scope of work will address the conservation of Miss Clara Barton's apartment and the adjacent spaces on the first and third floors, 437-441 7th Street. NW. The project will environmentally stabilize these Federal easement areas and conserve the original materials in these same easement areas. The work will include installing mechanical, electrical, and data systems and conserving all historic fabric. The A/E team must demonstrate a minimum of ten years experience in 1. the conservation and restoration of urban, 19th c. masonry and wood frame building interiors; 2. retrofitting same type of construction with new building systems while preserving all original materials; 3. designing state-of-the-art museum quality systems, including HVAC, lighting, and data/communications solutions. The A/E will be responsible for preparation of: 1. A firm construction budget; 2. Construction bidding documents, including drawings and specifications; 3. Cost estimates; and other similar services as determined. 4. Project summary report (using the Historic Preservation Team Member reporting format, provided by the Government) and 5. Presentation materials required for project reviews by the DC Historic Preservation Officer and the Advisory Council on Historic Preservation. 6. The following optional services may also be negotiated: post construction contract services (PCCS); submittal and shop drawing reviews. SUBMITTALS: Firms having the capabilities to perform the services described in this announcement are invited to respond by submitting modified SF-254, which must not be dated more than twelve (12) months before the date of this synopsis and modified SF-255 along with a letter of interest and project photographs to: General Services Administration, NCR, ROB, Bid Opening Room - Room 1065, Seventh and D Streets, SW, Washington, DC 20407 by 3:00PM local time (EST) on June 1, 2003. A total of three (3) copies should be submitted. The following information must be on the outside of the sealed envelope 1) Solicitation Number/Title, 2) Due Date, 3) Closing Time. Late responses are subject to F.A.R. Provision 52.214-7. In Block 8 of the SF-254 specify only current W-2 payroll (non-contract) personnel of each firm. In Block 11 of the SF-255, the A/E Firm MUST sign, name, title and date the submittal. This solicitation is not set-aside for small businesses. However, this procurement is being made under the Small Business Competitiveness Demonstration Program (F.A.R. 52-219-19). Small, Small Disadvantaged, HUBZone Small, Veteran-Owned Small, and Women-Owned Small Business firms are strongly encouraged to participate as prime contractors or as members of joint ventures with other small businesses. Before award of the contract, the A/E (if not a small business of $4,000,000 gross average over three years) shall be required to present an acceptable Small Business and Small Disadvantaged Business Subcontracting Plan in accordance with Public Law 95-507. The General Services Administration (GSA) is committed to assuring that maximum practicable opportunity is provided to small, small disadvantaged, HUB Zone small, veteran-owned small and women-owned small business concerns in the performance of this contract consistent with its efficient performance. GSA expects any subcontracting plan submitted pursuant to FAR 52.219-9, Small Business Subcontracting Plan, to reflect this commitment. All interested large business firms are reminded that the successful firm will be expected to place subcontracts to the maximum practical extent with small and disadvantaged firms as part of their ORIGINAL SUBMITTED TEAMS. This contract is being procured under the Brooks Act and F.A.R. 36. This is not a Request for Proposal.
