Description
NASA/GSFC has a requirement for (1) Laser Refurbishments of (a) replacing the microlens arrays with longer focal length Gradient Index (GRIN) microlenses; and (b) individually collimating the laser bars; (2) conduct hardware upgrades of (a) replacing the Phase II wirewrap laster interface board with a custom digital interface board; (b) development cables and connectors to interface between the interface board and the laser; and (3) conduct software upgrades of (a) developing low level drivers to control the laser through the interface board; (b) developing a simple high level Graphical User Interface (GUI) that controls the laser. Delivery schedule: (1) Interim Status Report - the end of the third and sixth month from start of contract; (2) delivery of the L-Sar prototype instrument in-place by the end of the eigth month from start; and (3) Final Report by the end of the ninth month after start. NASA/GSFC intends to purchase the items from Sensytech, Inc., P.O. Box 1869, Ann Arbor, MI 48106. SensyTech, Inc. (acquired Daedalus, Inc.) is the company that built the L-Sar Prototype Instrument. SensyTech, Inc. is the only company possessing the proprietary plans, circuit diagrams and expertise to make these refurbishments and upgrades to the L-Sar Prototype Instrument. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 9, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
