Description
The Department of Energy?s Office of Environmental Management (EM) and its National FOCUS Project has multiple contract award opportunities for Small Businesses, Section 8(a) small businesses, as well as other businesses. A formal Request for Proposals will be issued in the summer 2003 timeframe. Potentially, multiple contracts will be awarded to deliver accelerated cleanup and closure of DOE sites nationwide. The services required are for Environmental Remediation Services, Study and Report Development, and Deactivation, Demolition and Removal of Buildings. Contracts will be on an Indefinite Delivery, Indefinite Quantity basis with Task Orders of two types: Firm Fixed Price and Performance Based Cost Plus. The selected contractors will be invited to submit proposals for each scope of work. Both DOE and its current prime contractors will have the ability to issue tasks under these contracts. NOTE: Activities will involve working with the state and federal regulatory agencies at each site. Environmental Remediation Services, Study and Report Development - The scope includes comprehensive environmental task-based services, including but not limited to: regulatory report writing, contaminant fate and transport modeling, data reduction, interpretation, and presentation, statistics, geographic information system products, field summary reports, data summary reports (i.e., summary of data verification, validation, and assessment), and technical oversight of field investigation activities. Onsite activities will include subsurface field services (e.g., well drilling, soil borings, cone penetrometer testing, and related services) as well as soil/groundwater characterization and remediation. Sample acquisition activities that do not require heavy equipment (e.g., surface water, soil, and sediment sampling, hand auguring, etc.) may be part of technical oversight scope. Deactivation, Demolition and Removal of Buildings - The scope includes performing deactivation, demolition, decommissioning, characterization, and asbestos abatement of buildings erected at the site(s). The scopes will be separated into those directed at demolition of buildings containing no constituents of concern (clean) and those containing constituents such as asbestos, radionuclides, Resource Conservation and Recovery Act and Toxic Substances Control Act concerns (contaminated) for buildings at numerous sites nationwide. Prior to submittal of task proposals, discussions will be held regarding scheduling, description of building size and complexity, site work requirements, and the proposed schedules. Interested companies are requested to provide the following information either by mail or e-mail: 1) company name, 2) a list of projects relevant to the tasks described above, 3) safety performance statistics; and, 4) indicate your intention to propose alone or partner with other companies and indicate the method of partnership [joint venture, prime/subcontract, or other (please explain)]. Information provided as a response to this Expression of Interest will not be binding on the company. DOE is actively seeking small businesses, Section 8(a) companies, and other businesses interested in performing this work.
