This is a synopsis for a firm-fixed price contract for Floor-Aircraft and Panel Structural-Aircraft both applicable to the C-5 Aircraft. This acquisition is full and open competition and contains First Article quantities for Government approval and Production quantities. CLIN 0001: NSN: 1560-00-239-1518UC; NOUN: Floor, Aircraft; P/N: 4F51456-107A; QUANTITY: First Article quantity of 2 each (1 each to be expended during testing and 1 each to become part of production quantity); and Production Quantity of 1 each (plus 1 each from the First Article quantity). DIMENSION: Height: 20 inches; Width: 3.5 inches; Depth: 115 inches. FUNCTION: Panel Assembly, Floor, Forward Ramp. PREDOMINANT MATERIAL OF MANUFACTURE: Aluminum. DIMENSION: Height: 3 inches; Width: 29 inches; Depth: 209 inches. FUNCTION: Panel Assembly, Cargo Floor. PREDOMINANT MATERIAL OF MANUFACTURE: Aluminum. DELIVERY: First Article quantity delivery of 2 each 240 days after receipt of order and Production quantity delivery of 1 each 180 days after approval of First Article. The approximate RFP issue date will be 9 June 2003 with the approximate response date of 8 July 2003. RFP will be available at www.fedbizopps.gov only. No telephone requests. Only written or faxed requests received directly from the requestor will be accepted. This procurement will use the Red/Yellow/Green (RYG) Program in the evaluation of past performance. Specifications, plans, or drawings related to this procurement are furnished by the Government. All responsible sources solicited may submit a bid, proposal or quotation, which shall be considered. See Notes 22, 26, and WR-ALC CBD Note B below. 22. The proposed contract action is for Supplies or Services for which the Government intends to solicit full and open competition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days, if award is issued under an existing Basic Ordering Agreement) after date of publication of this synopsis will be considered by the Government. Information based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 26. Based upon market research, the Government is using the policies contained in Far Part 12, Acquisition of Commercial Items, in its solicitation for the described Supplies or Services. Interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government?s requirement with a commercial item within 15 days of this notice. Note B: All potential offerors should contact the Buyer/PCO identified above for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the Contracting Officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. When appropriate, potential offerors may contact Ombudsman, Kathy Cames, Contract Policy Division at (478) 926-2604. Please be prepared to identify previous contacts made by you in an attempt to resolve your concerns. This acquisition may/does involve technology that has a military or space application. The only U.S. contractors who may participate are those that are certified and registered with DLSC (Phone Number: 1-800-352-3572) and have a legitimate business purpose. U.S. contractors must submit a copy of their current, approved DD Form 2345 with their request for password access. To request this certification, write to the Commander, Defense Logistics Services Center, ATTN: DLSC-FEB, Federal Center, Battle Creek, MI 49017-3084 and request a copy of Department of Defense Form 2345 or call DLSC at the above phone number. The data page will be made available to the data custodian identified in Block 3 of DD Form 2345. The extent of foreign participation has not yet been determined. MOU country sources must contact the Contracting Officer within 15 calendar days of the date of this synopsis notice to receive a copy of the solicitation at the time it is initially issued. Issuance of the RFP will not be delayed to review requests from MOU country sources received after 15 days or from non-MOU country sources. Nothing in this notice contradicts other restrictions, identified in the synopsis notice or solicitation, regarding eligible sources (For example: If this is a small business set aside, foreign sources may not participate as potential prime contractors but could, if otherwise eligible, participate as subcontractors). See Numbered Note 8.
