REFER QUESTIONS ON DISTRIBUTION OF PLANS / SPECIFICATIONS TO THE PLANS ROOM, AT PHONE (251) 690-2535/2536, FAX (251) 694-4343.THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. Contracting Officer for this project is Mr. Ed Slana. This project is a Best Value, design-build solicitation. A detailed project description and overall project pe rformance requirements for this project will be included in the Request For Proposals (RFP) package. In general, work will consist of the following: Construct barriers to include planters, concrete walls, and bollards at various locations around the insta llation. Install intrusion detection systems, security fencing, with cleared sight distances, around the perimeter of the installation, the flight line and other range sites plus key facilities, to protect against instruction and deter terrorist attack. The North American Industry Classification System (NAICS) code for this project is 238140. Estimated cost is between $1,000,000 and $5,000,000. Bid documents are available on or about 5 June 2003. The solicitation criteria relies upon industry standards, where allowable, to afford the offeror a degree of design flexibility while meeting certain specific project requirements. The successful Contractor must design and construct complete and usable facilities, as described in the RFP documents. Note No. 1: Any prospective bidder interested in bidding on this solicitation must register for plans and specifications in order to download a copy of the solicitation and be placed on the plan holder's list. If you are not registered, the United States g overnment is not responsible for providing you with notifications of any changes to this solicitation. Bidders, subcontractors and Dodge/Plan Rooms are required to self-register their firm or office on the Internet in order to be able to download the elect ronic files. Attendance at the conference is strongly recommended. Minutes of the pre-proposal conference will be prepared by the Government and placed on the internet at http://www.sam.usace.army.mil/ . Offerors should visit the site and take such other steps as may be reasonable necessary to ascertain the nature and location of the work, and the general and local conditions which can a ffect the work or the cost thereof. Failure to do so shall not relieve offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government shall assume no responsibility for any understanding or r epresentations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Request For Proposals, the specifications, or related documents. In this regard, Offerors should note Contract Clause FAR 52.236-3 Site Investigation and Conditions Affecting the Work.
