- Description
- The Government intends to solicit and negotiate on a sole source basis with NatureServe, Arlington, Virginia for testing of classification standards for benthic habitats in the U.S.. These standards must be fully compliant with the standards set by the Federal Geographic Data Committee (FGDC), including being complementary to the U.S. National Vegetation Classification (USNVC) system adopted by the FGDC. These marine/coastal classification standards must be integrated with ongoing development of the standards for classifying freshwater habitats, which are being developed by the U.S. Geological Survey (USGS), Environmental Protection Agency (EPA), and the U.S. Department of Agriculture Forest Service. The standards must be compatible with the results from the U.S. section of the ecosystem-level coastal/marine classification and mapping project of the North American Commission for Environmental Cooperation (NA CEC). The requirement consists of detailed comparison of draft classification standards to other classification work, develop and initiate a plan for testing the classification standards through pilot tests, develop a plan and project web site and revise the standards and classification system. Authority: 41 USC 253(c)(1). NatureServ is the only know source capable of performing the required work. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of ability to perform the required work.
