Description
The VA Pittsburgh Healthcare System, University Drive C, Pittsburgh, PA 15240 intends to negotiate with GE Medical Systems on a sole source basis pursuant to FAR 6.302-1, for an upgrade to the Prucka CardioLab System and purchase of Clab II Plus 64 Channel Amplifier. The upgrade to include computer and software upgrades, higher resolution monitors, a faster modem electronic box, radio frequency device interface to smooth EKG signals during ablation procedures for better catheter placement and diagnosis, and an upgrade from 32 channels to 64. This upgrade will enhance the ability to analyze lethal arrhythmias safer and more expeditious. The ablation interface device will allow for exact placement of the ablation catheter without any noise that will greatly enhance ablation catheter mapping of arrhythmias. Cardiolab upgrade to include 933 or greater MHz Pentium III Processor; 256MB RAM, 3.5 inch floppy drive; CD-ROM Drive; enhanced keyboard; mouse and barcode scanner; 18GB high performance hard disk drive; high performance optical drive IV system; two 20" high resolution (1600 X 1200) flat panel color monitors including standard power and video cables; LaserJet printer with 133 MHz, 19 page/min and 8MB memory including standard power and printer cables; Integrated Electronics Box (120V IEB), 56.6K-baud fax modem for remote support; Uninterruptible Power Supply, Isolation safety transformer; CardioLab Electrophysiology Analysis Software; Microsoft Windows NT Operating System; Microsoft Office Software; Modem communications software. Lab Management Tools Software, The Statistics Package and Inventory Package that is used as a lab information management application for invasive cardiology procedures. The application works in conjunction with the system and manages the patient information and log data. It consists of a Microsoft (R) SQL Server relational database and has the following features: Patient Outcomes Management, generate statistical reports of patient files, select from a wide variety of pre-loaded statistical reports, set custom date ranges for reports and apply custom filters build powerful custom queries and reports with Microsoft (R) access, export reports to Microsoft (R) Excel, Word or other Windows based applications. System will use bar code technology or pick lists to quickly and accurately consume materials, associate consumed materials with a study to simplify billing processes, set par, reorder, and safety stock levels by manufacturer part number automatically adjust in stock levels as materials are used, quickly generate a list of materials to be ordered with below reorder level filter. RF Ablation Device Interface to include the necessary hardware and software to connect to the serial port of RF ablation devices and software for recording and displaying real-time information from the following RF ablation units: EP Technologies Inc, EPT-1000 Cardiac Ablation Controller; Medtronic Cardiorhythm Atakr I and II Generators; Biosense Webster Stockert; Cardiac Pathways Chilli, Structured Case Data Export Site License, export of structured case data elements to 3rd party database. Protocols Available: Hilltop Protocol, HL7 Protocol, Accessories: Twelve 2.3GB optical disk cartridges, operator and installation manuals all other required cabling and accessories. On-site instruction/training of five days will be required. Warranty shall be one-year on all hardware, 90-day on all cables, free software maintenance updates. System to include Clab II Plus Amplifier 64 Channels, Superior RF filtering and 96 catheter capability with 3 catheter input modules; 12 Lead ECG, 4 pressure inputs, and 75' fiber optic cable. The amplifier unit will meet UL2601-1 safety standards for medical equipment and has been independently tested by UL testing labs. Firms who wish to identify their interest and capability to provide an alternate system which will meet the capabilities and functionality described above may notify the Contracting Officer, in writing, no later than 4:30pm 6/6/03. Such notification must include a complete description of proposed equipment, including narrative and specifications, and must demonstrate that it meets or exceeds the capabilities described above. Notification shall be mailed to Kathleen Grundza, Contracting Officer, VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh PA 15206. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations. This notice is not a request for competitive proposals.
