- NA FY03 FHMA Pkg H-65, Install Secondary Electrical Distribution System, Aliamanu Military Reservation, Oahu, Hawaii. The work is to install new insulated copper cables in conduit from approximately 60 transformers to approximately 4 to 5 buildings per trans former throughout Aliamanu Military Reservation. Work to include handholes and all associated materials. Materials and installation of the secondary system will be in accordance with HECO standards. Existing direct buried aluminum cabling to be abandone d in place. This performance based contract will require the Contractor to submit proposed layouts, material shop drawings, as well as all standard Corps of Engineers construction required submittals. The anticipated construction timeframe is between Sep tember 2003 and July 2004. Contractors who are deemed technically acceptable will be afforded the opportunity to provide a cost proposal. This procurement is unrestricted utilizing electronic bid sets (EBS). The estimated cost of the proposed project is between $6 Million and $10 Million. Selection will be based upon the Lowest Priced Technically Acceptable evaluation method and will utilize but not be limited to the following evaluation factors, which include (a) past performance, (b) similar experienc e, (c) past success in meeting small business program goals, and (d) management capabilities. Solicitation to be issued O/A June 11, 2003. Traditional hard copies of plans and specifications will NOT be available for this project. Solicitation documents will be provided on Compact Disks-Read Only Memory (CD-ROM) at a non-refundable charge of $67.92. Solicitation documents shall be requested through any of the following methods: (a) mail requests to Defense Automation & Production Service, Attn: Army Cor ps Solicitation, 1025 Quincy Ave., Suite 200, Pearl Harbor, Hawaii 96860-4512; (b) via courier service (Fedex, UPS, etc.) to: Document Automation & Production Service (DAPS), Attn: Pearl Harbor Naval Base Building 550, Pearl Harbor, Hawaii 96860; or (c) vi a facsimile (if paying by credit card) to (808) 473-2604. Requests must state company name, address, telephone number, facsimile number, solicitation number, project title, and company designation (prime contractor, subcontractor, supplier, or plan room). Envelope front must show the solicitation number. Checks shall be made out payable to Superintendent of Documents. Provide separate checks for each project requested. Checks containing payment for multiple projects will be returned to requestor withou t action. Facsimile requests must state (1) the above required company information, and (2) cardholder name, account number, and card expiration date. VISA and MasterCard are the only credit cards accepted. Firms requesting air express service shall fur nish completed airbills showing recipient name, company name, telephone number, company billing account number, and type of delivery required. Firms with foreign delivery addresses shall provide completed commercial or corporate invoices in addition to th e completed airbills. Failure to supply completed airbills and commercial or corporate invoices (if applicable) will result in solicitation documents being sent via regular US mail. Failure to provide any of the foregoing information, documents, and/or p ayment may delay mailing of solicitation documents. Solicitation documents are not available for purchase or pick-up over the counter at DAPS. Please allow up to five days from the date DAPS receives requests for solicitation documents to be mailed out.
