Description
NA PROJECT INFORMATION: Solicitation No. DACA45-03-B-0003. On or about 10 June 2003, this office will issue Invitation for Bids for the construction of Consolidated Lodging Facility, Phase IV, Minneapolis St. Paul - International Airport Air Force Reserve Sta tion, MN. Bids will be opened on or about 10 July 2003. This solicitation is unrestricted and open to both large and small business participation. This solicitation will be utilizing reverse auctioning procedures to obtain pricing. All bids from prime co ntractors will be submitted using FreeMarkets'Reverse Auctioning Procedures. Bidders will provide revised and final pricing through the submission of electronic bids via software that will be provided by FreeMarkets. FreeMarkets will explain this process in detail and train each qualified bidder prior to the online reverse auction. Prime contractors who actually intend to submit a bid shall contact Andrew Zajac, telephone number: 412-297-7737, email address: Azajac@freemarkets.com to register with the f irm no later than 7 days prior to bid due date. All final bid details requiring the FreeMarkets process will be provided in the FreeMarkets Online Event Information document. Bidders shall not be required to pay any charge for the registration nor the tr aining on how to use the system. Any firm that is told otherwise will immediately report it preferably in writing to Mr. Phillip E. Holman, Contracting Officer, U.S. Army Corps of Engineers, Omaha District, 106 S. 15th St., Omaha, NE 68102-1618 or via emai l to phillip.e.Holman@usace.army.mil. Neither hard nor fax copies of the bid schedule will be accepted. The solicitation will contain a list of hard copy documents that must be submitted. All firms, prime contractors, plan rooms, subcontractors, supplier s etc..., must register on the Omaha District website specified below to receive a solicitation package on CD-ROM. Only firms that intend to submit an actual bid with bid bonds etc... need register with FreeMarkets. Contractors interested in inspecting th e site of the proposed work should contact John Marchetti, 934 MSG/CEV, United States Air Force Reserve Command, 760 Military Highway, Minneapolis St. Paul IAP-ARS, Minneapolis, Minnesota 55450-2000, Phone:612-713-1915, Fax:612-713-1950. DO NOT submit requ ests for plans and specifications to the site visit personnel listed above. See Registering below. The work will include the following: Approx. quantities; The Consolidated Lodging Facility Phase IV will provide an approximately 2,000 square meter 21,480 square feet expansion of the Consolidated Lodging Phase III West Wing. The facility will be a Four Story load bearing masonry structure, slab on grade, using pre-cast hollow concrete floor planks and concrete floor topping. The exterior finishes are a c ombination of brick veneer, pre-cast architectural panels, glazing, and pre-finished metal panels. The roofing will be fully adhered EPDM single ply roof membrane. The facility will require extensions of the HVAC, Electrical, Communications, Fire Detectio n and Alarm System, Energy Monitoring and Control System, and Supervised Sprinkler System. The Phase IV will provide guestrooms, bathrooms, laundry area, and vending. The facility will require minor site demolition, utility connections, water line, storm sewers, sanitary sewers, communications lines, and power lines. Also included in the project are a small parking lot, sidewalks, and landscaping. The estimated construction cost of this project is between $5,000,000 and $7,500,000. Contractor's Quality Co ntrol will be a requirement in this contract.Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcont racting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2003: a. Small Business: 57.2% of planne d subcontracting dollars. b. Small Disadvantaged Business: 8.9% of planned subcontracting dollars*. c. Women Owned Small Business: 8.1% of planned subcontracting dollars*. d. HUBZone Small Business: 3.0% of planned subcontracting dollars*. e. Severely Di sabled Veterans 3.0% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 360 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The plans and specifications are available on Compact Disk CD-ROM and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one per firm. Plans and Specifications will not be provided in a printed hard copy format.
