Description
This is an announcement for commercial item prepared in accordance with FAR Part 12, Acquisition for Commercial Items and Far Part 15.4 as supplemented with additional information included in this notice and other information available electronically at http://ideasec.nbc.gov . The solicitation number is N5297030065 and is issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-11.The NAICS code is 541330 (Engineering Services) and the associated size standard is $4.0 Million. This procurement is being advertised as a small business set-aside. The work of this contract consists of Environmental Monitoring and Analyses for the Hole-in-the-Donut, Wetland Restoration and Mitigation Program at Everglades National Park, Miami-Dade County, Florida, approximately 10 to 12 miles from Park Headquarters. The contractor shall implement the proposed monitoring to begin immediately after restoration of each identified area and continue along with areas previously restored, (1989,1997,1998,1999,2000,2001, and 2003, No restoration was performed in 2002) and other tasks included in the proposed designs which are submitted in response to the Statement of Work and to produce reports as outlined in the Statement of Work. Offerors are advised that details of the work may vary as information is learned. The Environmental Monitoring and Analyses Tasks are as follows: Task 1: Vegetation Studies, Task 2: Hydrology, Task 3: Animal Studies, Task 4: Project Management, Task 5: Minimizing Consequences to Park Operations and Visitors, and Task 6: GIS Mapping. The proposal must describe how the offeror intends to accomplish Environmental Monitoring within the limits and requirements described in each task. Specific details regarding methodologies, logistics, equipment, staffing, and work schedules must be provided for the base contract term (July 1 through June 30, 2003) and each option year. Without limiting the generality of the foregoing, the technical proposal shall include, 1: a design for vegetation monitoring meeting the objectives and requirements and considering the variables discussed in Task 1; and 2: a proposed monitoring plan of animal populations meeting objectives and requirements of Task 3. The proposal must address how the reporting requirements will be accomplished. The proposal shall be developed so as to provide clear evidence of a quality work product at a technical level ensuring restoration of wetland form, function, and long-term ecological stability. Offerors must meet the Minimum Technical Requirements outlined in the Statement of Work. Clauses/Provisions: FAR Clause 52.212.-1 Instructions to Offerors - Commercial Items is hereby included by reference. The following are addenda to FAR Clause 52.212-1, paragraph (b) submission of offers shall also include: 1: Three References and Contact Names and Telephone Numbers for three similar, recent, past performance projects, 2: List of Key Personnel, their functions, education, and experience for this requirement, and (3) Separate Cost Proposal which shall include an allocation of time and budget for data collection, archiving, analysis, writing, reporting and publishing the results of studies performed in a timely manner. FAR Clause 52.212-2, Evaluation -Commercial Items, applies to this solicitation and the following evaluation criteria arranged in their order of importance, shall be used to evaluate offers: 1: Past Performance 2: Technical Capability to Meet the Requirement, and 3: Price. For this solicitation, the factors other than cost or price are significantly more important than cost or price. As proposals become more equal in their technical merit, the evaluated cost or price becomes more important. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers is such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. FAR Clause 52.212-3, Offerors Representations and Certifications-Commercial Items, is hereby included by reference. FAR Clause4 52.212-4, Contract Terms and Conditions-Commercial Items is hereby included by reference.
