- General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described herein: Description of Work: The general construction and renovations as listed in the following: 1) American Memorial Park (AMME) New Visitor Center of approximately 10,000 sq. ft., including 2,800 sq. ft. exhibit display, 120-seat audio visual theatre, lobby, retail sales area, and administrative wing for the National Park Service (NPS), public restrooms, and storage. The Civil amenities for this part of the work include an entry plaza and rear access road; 2) AMME Amphitheatre Rehabilitation (Bid Options), including a 20,000 sq ft clear span canopy with stationary supports, an audio system for the existing structure, a control booth, and renovation of the backstage area, including offices, dressing rooms, and restrooms; 3) Memorial Garden - A reinforced concrete monument to commemorate the local casualties during the WWII Battle of Saipan; and 4) Site utilities, walkways, parking, landscape and lighting - Support the use of items 1 thru 3. This site is located on land owned by the CNMI Government. Completion time: 335 calendar days following the Notice-to-Proceed. Estimated construction range: Between $1,000,000 and $5,000,000. NAICS Code: 236220, and the applicable size standard for this project is $28.5million average annual receipts for the past three years. This solicitation is subject to the Small Business Competitiveness Demonstration Program and is subject to full and open competition. Issuance of the Request for Proposals (RFP) is anticipated on or about June 9, 2003, with proposals due thirty days after issuance. Actual proposal receipt date will be established at the time of proposal issuance. A pre-proposal conference scheduled for Monday, June 23, 2003. The meeting will be held at 9am at the Amphitheater in the Park. This meeting will be followed by a tour of the work site. Submission of both a technical and price proposal are required. The Government will consider an offeror's technical capability in comparison to its price, with technical capability being of greater importance to price, and will select the offeror whose proposal represents the best value to the Government. Award of a single negotiated firm-fixed price contract will be made. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) website, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF. Specifications will be available in Adobe PDF format and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov.
