Description
The Government intends to procure on a competitive basis a Microwave Antenna Link between the Marine Corps Tactical System Support Activity (MCTSSA) located in the 31 area of Camp Pendleton, CA 92055 and Space and Naval Warfare Systems Center San Diego (SSC San Diego) located at Point Loma, CA 92106. This potential contract will include procurement and installation of dish antennas, tower structure & supporting concrete pad at MCTSSA site only, rooftop structure at SPAWARSYSCEN site, radio transmitter receiver equipment, hardware, equipment racks, power connections, communication cables and communication switches. Radio line of site is 38.6 miles. Tower height at the MCTSSA site is expected to exceed a height of 80 feet. Planned frequency range is 7.1 to 7.7 GHz band. Link bandwidth is DS-3 and shall provide 4-9?s annual single threaded (point to point) reliability and avail ability. Link encryption devices will be used with the equipment and will be provided as government furnished equipment. Communications include voice, data and video classified to the Secret level. The contractor will be responsible for complete design of the communication link. The Government will provide a Statement of Objectives (SOO) with the Request for Quotation (RFQ) that describes top-level objectives which offerors are required to support. The SOO is intended to maximize the flexibility afforded to offerors to propose innovative and cost effective approaches. A site survey has been performed to analyze the microwave radio link and will be released with the RFQ. The RFQ will be released on or about 2 June 2003 and posted to the NECO website at www.neco.navy.mil. Delivery is FOB Destination to Commanding Officer, ATTN: Supply Officer, MCTSSA Bldg. 31345, Camp Pend leton, CA 92055. Anticipated closing date for receipt of responses is 16 June 2003 with award on or about 20 June 2003. All responsible sources may submit a quotation in writing, which shall be considered by the agency.
