- Description
- NASA/MSFC plans to issue a Request for Quotation (RFQ) for a Direct Acting Solenoid Valve. NASA/MSFC intends to purchase a Direct Acting Solenoid Valve from ValveTech, Inc., pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C. 2304(c)(1). Competition is impractical because: (a) The requested item will be used for engineering conceptual and development system testing for the purpose of defining system requirements for the Aerojet Reaction Control Engine (RCE) risk reduction for the Next Generation Launch Technology (NGLT) Project. (b) MSFC has a past history with this vendor supplying items of the same materials and construction as the requested products, and data collected on these items played a role in selecting this vendor for the requested product. Selection of any other valve would unnecessarily delay tests required to define the system requirements needed to complete the NGLT Aerojet RCE risk reduction effort. (c) The performance of the requested product during the development testing is not intended to identify this vendor as a supplier for the ?flight? system, the only intention is to provide MSFC with a necessary part for performing the system tests, while providing equivalent operating characteristics similar to the main injector valve planned for use on the RCE. (d) Delivery lead times on all components are critical to support system testing deadlines. The requested products can be received in time to meet these deadlines. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on May 30, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
