Description
NA The proposed procurement is unrestricted, open to both large and small business concerns. NAICS 237110/SIC 1623, with a size standard of $28,500,000.00. The magnitude of construction is between $5,000,000.00 and $10,000,000.00. Bonding will be required for this acquisition. This project is located at Double Eagle II Airport, Albuquerque, New Mexico. The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. The approximate construction perio d is 340 calendar days. Plans will be issued on or about June 10, 2003, with proposals due on or about July 10, 2003. Double Eagle II Airport, Water Supply and Transmission Line/Wastewater Collection and Transmission Line, Albuquerque, New Mexico: The p roject consists of the construction of approximately 46,400 LF of 8 inch sewer; 5,300 LF of 12 inch sanitary sewer; 31,300 LF of 10 inch water lines; 23,200 LF of 24 inch water lines; 31,300 LF of 4 inch fiber optic conduit; a 2.16 million gallon water res ervoir; pump stations; lift stations; associated buildings; demolition; fencing; seeding; and a 10-foot wide recreation trail. The project will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation crite ria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best overall value to the Government. Proposed procurement will result in a fixed-price contract. Large business firms are required to submit a subcontracting plan with the following minimum goals: 57.2% for small business; 8.9% for small disadvantaged business; 8.1% for women-owned small business; 3.0% for HUBZone small business; and 3.0% for service-disabled veteran-owned small business. The subcontracting plan needs to be submitted at time of rec eipt for proposals. Bidders must be registered with Central Contractor Registration (CCR), in order to receive a Government Contract award. To register, the CCR Internet address is: http://www.ccr.gov. Additionally a paper form for registration may be obtained from the DoD Electronic Commerce Information Center at 1-800-334-3414. This solicitation will be issued using electronic bid sets (EBS) and provided on compact disks-read only (CD-ROM) at no charge to all registered plan holders. Any prospective offeror interested in proposing on this solicitation must register to be placed on the Plan Holders List. If you are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Bidders shall self-register themselves on the Internet. THE REGISTRATION PROCEDURE IS AS FOLLOWS: At the Albuquerque District Contracting Division home page at web site, http://www.spa.usace.army.mil, click on Contracting followed by Solicitation Number . On this screen that is entitled, EBS Albuquerque District, click on the solicitation number you are interested in. On the following screen, find Solicitation Registration, and click on Register For This Solicitation. If you have not previously registe red, click on New User and follow the instructions for Login Information. This will require you to establish a user name and password. The same user name and password may be used to register for other projects in the system without having to repeat the e ntire registration process. When you register for the Plan Holders List, please complete all requested information. After completing the registration process for this solicitation, verify that your firms name appears on the associated Plan Holders List. All offerors should check the Albuquerque District Contracting Division website daily for notification of any changes to this solicitation, including amendment s.
