- Description
- The Space and Naval Warfare Systems Command (SPAWAR) intends to award a sole source fixed-price level-of-effort services contract to Unisys Corporation for Life Cycle Maintenance (LCM) support for the Nova (not an acronym) system managed by SPAWAR PMW 166 for a basic period of performance of one year with four one-year options. Nova is the Navy messaging system that interfaces with the Automatic Digital Network (AUTODIN) and the Secret Internet (SIPRNET) to receive, store, and forward high volumes of message traffic at user commands. AUTODIN is the military electronic messaging system used for official messaging and provides secure, guaranteed, and reliable messaging. Using SIPRNET and Mode 1 Protocol controlled circuits, the Nova systems transmit and receive up to Top Secret messages and Yankee messages such as Emergency Action Messages (EAMs). Nova is the primary router for the transmission and receipt of all such message traffic to/from the Multi-Mail Server (MMS), Gateguard (GG), Personal Computer Message Terminal (PCMT), Defense Information Systems Agency (DISA) Message Conversion System (MCS), and Fleet Message Exchange/Directory Update and Service Center (FMX/DUSC) systems. This acquisition will provide continued Life Cycle Maintenance (LCM) support to the 15 Nova systems located at ten sites worldwide. Unisys Corporation has been the sole maintainer of the Nova software for the past eight and a half years, has unique knowledge of the Nova architecture and software enhancement requirements, and has proprietary rights to the Nova source code. Services to be acquired will include: (1) Technical support to assist with casualty reports (CASREPs) and Technical Assists (TA), system/subsystem installation and deinstallation, system testing and troubleshooting and debugging down to the lowest replaceable unit (LRU); 2) Availability of an emergency 800-phone number available on a 7 day, 24 hour basis to respond to trouble calls within 30 minutes; (3) Emergency on-site support to resolve Nova problems and technical assistance if solutions cannot be obtained via the helpdesk; 4) Development of new software changes and patches to add new capabilities and to correct software anomalies/deficiencies; (5) After software certification is received from the Joint Interoperability Test Center (JITC), perform software installation and system testing; (6) Provide training to the Nova operators and administrators after operation and testing; (7) Provide maintenance including labor, parts, components, and equipment as required to keep all Nova equipment and systems in operating condition; (8) Deliver technical support for the Nova Emergency Action Message (EAM) Hybrid Solution Testing. The contemplated contract will require the contractor to commence performing these services immediately upon contract award. The expected award date of this contract is 01 October 2003. The software source code and full documentation will not be provided to contractors.
