- NASA/GSFC plans to issue a Request for Quotation RFQ5-29770-GAB on a sole source basis for the following: Qty. 5 minimum - Custom High Contrast Polarcor Polarizer, MLO P/N NASA PPC-35mm-VIS Qty. 1 - One-time charge for non-recurring engineering NASA/GSFC intends to purchase these items from Meadowlark Optics under the authority of 10 U.S.C 2304 (c)(1), Only One Responsible Source. The Government requires to have five (5) fabricated custom polarizers for the COR1 coronagraph instruments to be flown on the STEREO Mission. Each polarizer shall consist of a visible Polarcor polarizer material bonded between two pieces of radiation-hardened Schott BK7-G18 glass. These are flight-quality optical components manufactured to the following specifications: 1. The polarizers shall to be fabricated per the attached COR1 engineering drawing number GD-2061136. 2. The dimensions of each polarizer shall be 35 mm circular diameter by 6.5 mm total thickness. 3. The minimum clear aperture of each polarizer shall be 29.5 mm diameter, centered on datum "B"20741. 4. The polarizer material must be visible Polarcor, 630 - 700 nm, uncoated. 5. The Polarcor shall be bonded between two pieces of Schott radiation-hardened BK7-G18 glass per drawing GD-2061136. 6. Each polarizer is a high quality optic having the following surface properties: a. Surfaces S1 and S6 (per drawing GD-2061136) shall have a measured surface quality of 40/20 or better. b. Surfaces S1 and S6 (per drawing GD-2061136) shall have a measured surface micro-roughness of 20 or better. 7. The parallelism of the glass surfaces shall be held to a tolerance sufficient to provide a maximum beam deviation of 30 arc-seconds over the entire clear aperture. 8. The vendor shall supply sufficient documentation to assure compliance with all quality assurance requirements of the COR1 program. Details of these requirements will be provided upon request. For all detailed fabrication specifications, refer to COR1 drawing GD-2061136. The required delivery date for the five (5) polarizers is no later than September 1, 2003. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 6, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
