Description
Eglin AFB FL, has a requirement to Install two 200KW emergency standby diesel generators at wells 9 and 16, building 2755 and 10000, Eglin AFB, FL. This acquisition is full and open competitive acquisition. NAICS code is 238210 and size standard is $12 million. This is a Performance Price Trade Off acquisition and award will be made based upon the Best Value to the Government in accordance with FAR 15.3. The Government reserves the right to award the contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. This project includes, but not limited to, furnishing all plant, labor, equipment and materials and performing all operations in the installation of emergency standby generators. The work includes, but is not limited to providing a 45KVA dry type transformer, circuit breakers, panel boards, GEN-COMM system, watt-hour meter, surge suppressors and current transformers. The buildings enclose water wells and all distribution and treatment appurtenance used to supply domestic water to portions of Eglin AFB. The buildings each house a submersible pump (between 100 HP and 125 HP), a small fluoride pump, a small chorine booster pump, pump controls, chloride alarms, space heaters, pump controls, and miscellaneous lights and power. The water well and distribution systems at building 2755 and 10000 contain small fluoride injection systems to treat the water circulated to housing areas. The emergency generators will be used to provide backup power to each building in its entirety during power outages. The generators will each be self-contained engine/generator set with an integral fuel tank and a housing rated for outdoor use and shall be mounted on a poured-in-place concrete equipment pad. An automatic transfer switch in a NEMA-1 enclosure will be used to transfer the building power source to the generator. The lump sum contract price shall include the cost of performing the work as shown on the drawing and as specified hereafter. The estimated dollar range is between $250,000.00 and $500,000.00. Performance period is 180 days. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, equipment, and materials to complete in accordance with the plans and specifications. This is a paperless acquisition. Paper copies of the solicitation will not be issued, but the Request For Proposal (RFP) will be available on the FedBizOps (www.eps.gov) on or about 23 June 2003. The ESTIMATED PROPOSAL DUE DATE WILL BE 23 July 2003. No response to this notice is necessary, and no source list will be maintained. Prospective contractors must be registered in the DOD Central Contractors Registration (CCR) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for timely award. FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNTIL FUNDS ARE AVAILABLE TO MAKE PAYMENT UNDER THIS CONTRACT. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government. See Note 26.
