Description
Sources Sought Notice Due to the frequent mishap history and increased maintenance problems with oil-cooled air cycle machines (ACM) in the C/KC-135 fleet, the USAF would like to investigate the possibility of using an air-cooled ACM or an oil temperature sensing system to prevent damage to the ACM before overheating. Before the USAF decides which action to take, it requests the following estimate for the costs, sources, and schedules for both plans. The first plan would be to develop an oil temperature sensing system that would warn the crew when the oil temperature in the ACM reaches an extreme high temperature that would cause the ACM to malfunction or oil to be burned, producing smoke in the cockpit. If the oil temperature sensing system is ignored, not manually shut-off, by the flight crew, the system would automatically shut down the ACM to prevent damage to the aircraft?s cooling system and possible catastrophic failure to the aircraft. The second plan would involve replacing the oil-cooled ACM altogether, P/N 206090-2-1, manufactured by Airesearch (now part of Allied Signal Corp) with an air-cooled ACM. The new air-cooled ACM would replace all oil-cooled ACM?s in the KC-135 fleet. This is just a request to determine the feasiblility of both plans according to the kind of cost estimates we receive.
